Intermediate-Range Nuclear Forces Treaty has played a very important role in the history of international arms control and is an important cornerstone of global military security stability.It was signed in the course of the U.S.-Soviet Cold War to prevent an endless nuclear arms race,and was negotiated and negotiated over several years,during which negotiations stalled several times before the treaty was finally concluded with concessions from the Soviet Union.The signing of the INF Treaty regulated tensions between the United States and the Soviet Union at the time and had a positive impact on U.S.-Soviet relations,playing a vital role in maintaining the post-Cold War global strategic balance and stabilizing relations between the United States and the Soviet Union.After the collapse of the Soviet Union,Russia became independent and inherited the INF Treaty,and together with the United States,continued to implement the contents of the treaty.The INF Treaty no longer meets the needs of development and expansion of both countries.Expansion and military deployments therefore became the guide for new national actions: a series of actions took place during this period,including the globalization of the INF Treaty,the test launch of the 9M729 operational tactical cruise missile by Russia,and the deployment of the Aegis missile defense system by the United States.In such an exchange,the United States unilaterally announced its withdrawal from the INF Treaty on February 2nd,2019,and Russia then stated that it was suspending the treaty and announced its withdrawal on August 2nd,2019,ushering in the end of the INF Treaty,which had maintained world stability for decades.The series of actions in the meantime also worsened U.S.-Russian relations,reaching a peak when the treaty was abandoned.Such an approach will certainly lead to a renewed US-Russian arms race in the CMB,make the security situation in the Eurasian region increasingly tense,and impact the international arms control and non-proliferation system,thus negatively impacting global strategic stability.This paper will focus on the background of the INF Treaty and its process,the differences between the U.S.and the Soviet Union over the implementation of the INF Treaty,the dispute between the U.S.and Russia over the INF Treaty after Russia's independence,and the direction of U.S.-Russian relations after the abandonment of the INF Treaty,in order to explore what impact the entire process from the signing to the abandonment of the INF Treaty has had on U.S.-Russian relations and the world situation.This is of great importance for us to prevent and effectively respond to future regional and global emergencies.
