Research On The Early State Governance Practice Of The CCP (1931-1934)

The Communist Party of China's governance began with the establishment of the Chinese Soviet Republic.As an organ of the Chinese Soviet Republic's Provisional Central Government,the "Red China" was an important platform for the Chinese Communist Party's early governance.Therefore,studying the reports in the "Red China",which can truly reflect the CPC's early practice of the governance of China,can give historical enlightenment to the CPC's governance in the new era.Based on the relevant research results in the academic circles,the present thesis centered around the contents of the reports in the “Red China” and systematically examined the measures taken by the CPC to the political,economic,military,and cultural construction during the Chinese Soviet Republic era,by which the experience and enlightenment contained in the early practice of the governance taken by the CPC were summarized.The thesis firstly analyzed the report contents of the four major aspects of the Soviet social development in the "Red China",including politics,economy,military,and culture,to glimpse the specific measures adopted by the CPC to the early governance of the country.In terms of the political construction,the CPC paid attention to the construction of democratic politics,so that the realization of the democratic rights of the broad masses of workers and peasants can be guaranteed.In the meantime,the supervision on the political power of the state officials was strengthened.In all,all the measures were meant to create an unprecedentedly and truly disinterested government.Concerning the economic construction,the CPC emphasized the protection of the actual interests of the workers and peasants,and mobilized the power of the workers and peasants to raise funds for the revolutionary war and nation-building.For the military construction,the CPC laid emphases on the improvement of the military strength of the Chines Workers' and Peasants' Red Army.To seek the improvement,the Red Army was expanded and military education was conducted.Additionally,the army-people unity was stressed and masses of workers and peasants were mobilized to provide logistical support for the Red Army.In the aspect of the cultural construction,the CPC attached importance of using cultural media such as newspapers,dramas,etc.to publicize the policies of the central government.What's more,education and physical education were carried out to improve the ideological and educational level as well as the physical quality,and to eliminate feudal superstition and other decadent ideas of the Soviet people.The thesis further discussed and analyzed the specific measures taken by the CPC in its early state governance,and preliminarily summarized the experience and enlightenment from it.The Chinese Soviet Republic was an organic whole,and its development was inseparable from the coordination and cooperation of multiple parties.The various revolutionary tasks were closely linked,and the publicity work ran through all the revolutionary tasks.As an important platform for the CPC to carry out the publicity work,the "Red China" adhered to the values and principles of the Party.To improve the CPC's governance in the new era,it is more necessary to strengthen the CPC's self-construction,adhere to the mass line,create a good social atmosphere,and promote the legalization,standardization,and proceduralization of state governance.
