With the rapid development of urbanization,large-scale communities with spatial scope and population sizes far larger than ordinary communities have emerged in the suburban areas of some super-large and super-large cities.Huilongguan and Tiantongyuan areas in Changping District,Beijing(hereinafter referred to as "Huitian area")are large-scale communities that were born in response to the government's call for housing reform in the late 1990s.Although this eased the pressure on population,environment,and housing in the central city,with the advancement of urbanization,the structural contradiction between the insufficient supply of basic public services and the high population density in large communities has become more prominent,which has become a problem for the flourishing development of communities The pain points and difficulties.Under the background that the management method of "small government,big society" is increasingly recognized by all sectors of society,community voluntary service organizations,as a new force providing public services,have gradually shined in the arena of community go vernance,but they have gradually exposed to varying degrees The problems and drawbacks caused by voluntary organizations have functional defects and efficiency dilemmas in providing public services and meeting social needs.In response to this situation,this article selects the Huitian area of Beijing,a large community of voluntary service organizations as the object of investigation,adopts social survey and literature research methods,and collects the Huitian area through field visits,research interviews,and literature review.Information and data on the construction of voluntary organizations.Sort out the actual environment,development characteristics,construction effectiveness and other specific contents of the local voluntary service organization,and analyze the development dilemma of community voluntary service organizations based on the three-circle theory of management.First of all,there is a deviation between the value goals of voluntary service organizations and the core nature of voluntary service.Secondly,the internal management mechanism of voluntary service organizations in Huitian area is not perfect,lacking a complete human resource management system,resource acquisition and raising mechanism,and incentive supervision mechanism.Finally,due to incomplete voluntary service laws and regulations,organizational governance tends to be administrative,and insufficient social support,the support and protection of the external environment of voluntary service organizations in Huitian area is insufficient.In response to the above-mentioned dilemma,this article starts from the three dimensions of increasing the value circle,enhancing the ability circle,and expanding the support circle,and discusses the countermeasures to expand the"Nike Zone" of community voluntary service organizations.First of all,by clarifying common values,returning to the core of voluntary service that is social,flexible,and people-centered,creating a virtuous community atmosphere,and enhancing the value circle of community resource service organizations.Second,improve the human resources system,strengthen the management of volunteers,establish an effective volunteer recruitment mechanism,training mechanism,and evaluation mechanism;optimize the organization resource collection mechanism,increase government funding,strengthen social donation support,and improve the self-financing ability of voluntary organizations Enhance the resource management capabilities of voluntary organizations;improve the supervision mechanism of voluntary service organizations,optimize the assessment and evaluation system,and strengthen the ability circle of community voluntary service organizations.Finally,by promoting the de-administration of community voluntary service organizations,the legal basis for the development of voluntary organizations is consolidated,social capital is integrated,social recognition mechanisms are established,and the support circle of community resource service organizations is expanded.This article discusses the specific operating mechanism for the institutionalization and continuity of community voluntary organizations,so as to establish an organizational structure that can produce effective division of labor and cooperation,and try to explore the management and construction of large-scale community voluntary service organizations.
