Research On The Problems And Countermeasures Of The Government Serving Small And Medium-sized Enterprises In Xigang District, Dalian City

Small and medium-sized enterprises are an important part of China's national economic development and one of the direct driving forces of economic development.Since the reform and opening up,China's small and medium-sized enterprises have grown rapidly and made outstanding contributions to China's economic growth,technological progress,promotion of employment and social stability.As the main body of public management,local governments play a positive role in promoting the development of smes.Therefore,the central government and governments at all levels have issued relevant policies to support and encourage the development of smes.However,it cannot be ignored that the development of China's small and medium-sized enterprises is still facing many factors such as capital,information,talent,management and technology.At the same time,from the perspective of social situation,the global economy is experiencing an overall downward trend,and China is also in a critical period of replacing old drivers of growth with new ones.The development of smes is also facing great uncertainty,especially under the impact of co VID-19 this year,and smes are facing a severe test of survival.In this context,the effective guidance of the government plays a vital role in the development of small and medium-sized enterprises.With dalian xigang district as an example,this article,therefore,from the perspective of the government services for small and medium-sized enterprises,on the basis of the study of a large number of related references at home and abroad,the connotation and content of the government services to small and medium enterprises is defined and expounded,according to the theory of service-oriented government theory,the government's economic management functions and other related theory as the research basis,combining with the methods of questionnaire investigation and data analysis,research on the current situation of small and medium-sized enterprises in dalian xigang district government services and analysis,depth excavation of dalian xigang district government on the problems existing in the small and medium-sized enterprise service,experience and draw lessons from some countries and cities,proposed the corresponding countermeasures and Suggestions.It is found that the service consciousness of small and medium-sized enterprises in Xigang District of Dalian is not strong,the service content is single,the efficiency is low,the service system construction of small and medium-sized enterprises lags behind and the service measures are weak.In view of the above problems,this paper,from the perspective of constructing the service system of small and medium-sized enterprises,puts forward some countermeasures,such as the construction of supply service,the construction of demand service,the establishment of government-led service mechanism,and the strengthening of supervision and guarantee of service effect.
