The grass-roots public security organs are the cornerstone of maintaining social stability,and the grass-roots police are the main force to maintain social stability.The party and the state attach great importance to the construction of grassroots public security forces,A series of policies have been issued to encourage the grassroots police,Local Party committees and governments at all levels have also formulated corresponding detailed policies.But in practice,The incentive effect is not obvious,and there are still many problems in the incentive measures,which directly affect the working enthusiasm of the grass-roots police,and are not conducive to the construction and development of the grass-roots public security team.How to improve the incentive effect of grass-roots police is a subject worthy of study.Taking Jiangshan Public Security Bureau of Zhejiang Province as the research object,this paper uses the methods of questionnaire survey and field investigation,and uses Herzberg's two factor theory to investigate the current situation of grassroots police incentive in Jiangshan public security organs.From the perspective of health care factors and incentive factors,this paper objectively presents the current situation of Jiangshan public security organs' incentive to grassroots police in the aspects of working environment,salary system,assessment mechanism,personal growth and cultural construction.At the same time,this paper analyzes the demand of grassroots police in Jiangshan City,and explores the problems existing in the incentive measures of grassroots police in Jiangshan City.And from the concept,system,technology,capital level analysis of the existing problems.The analysis shows that the lack of incentive for grassroots police in Jiangshan City is mainly due to the following reasons: backward management concept,unreasonable salary payment system,imperfect assessment system,unreasonable promotion system,imperfect training system,insufficient use of modern technology,insufficient fund guarantee,etc.On this basis,this paper puts forward countermeasures and suggestions to improve the incentive measures of grassroots police in Jiangshan City: change the concept and pay attention to humanistic care;improve the system design to enhance the rationality of the system design;rely on modern technology to create intelligent police;strengthen the security of funds,expand the coverage and improve the level of police protection.
