In the current public service management in China,county-level government departments must directly face the people,serve the people,implement the work policies of higher authorities and make the voice of the people.It is an important link and bridge between higher-level government departments and the grass-roots people.The only important thing for politics is to get people.From the perspective of grass-roots civil servants,solving their own needs and mobilizing their work initiative with a reasonable system is the most powerful way to improve the governance efficiency of public governance organs of county-level governments.Based on the two factor theory,this paper makes an empirical investigation on the incentive problem of grass-roots civil servants,provides a new perspective for the incentive problem of grass-roots civil servants,and provides new ideas for improving the enthusiasm of grass-roots civil servants and the incentive problem of grass-roots civil servants.Based on the two factor theory,this paper extracts the incentive factors suitable for grass-roots civil serv ants and subdivides them into specific dimensions.The dimensions of health care factors include policy and administration,wages and benefits,working environment,social status,etc.,and the dimensions of incentive factors include achievement,appreciation,development prospect,etc.On this basis,the author designs a pre questionnaire on the incentive status of grass-roots civil servants,and uses the empirical analysis method to explore the incentive Countermeasures of grass-roots civil servants from the perspective of two factor theory,which provides a theoretical basis for the incentive measures of grass-roots civil servants.From the perspective of two factor theory,this paper investigates the incentive problem of grass-roots civil servants in Hebei Province,China.After reading a large number of relevant literature,the author first designs the questionnaire around the two factors of health care and incentive in the two factor theory,then carries out quantitative data analysis on the questionnaire data,and uses spss22 0 software system,carries out relevant data analysis on the historical data of the questionnaire recovery results,finds and analyzes the problems and causes existing in the incentive system of grass-roots civil servants,so as to enrich the relevant theories of incentive of grass-roots civil servants and better provide guidance for the incentive practice of grass-roots civil servants.According to the survey results,it is found that there are the following problems in the incentive of grass-roots civil servants from the perspective of two factor theory:first,there are problems in health care,such as the lack of perfect salary and welfare system,low satisfaction with interpersonal relations within the organization,and unscientific assessment system;Second,there are problems in incentive,such as unreasonable promotion mechanism,neglect of training and learning,and lack of sense of achievement in work.According to the problems faced by the incentive,this paper gives the specific incentive Countermeasures of grass-roots civil servants based on the two factor theory:first,improve the health care factors and eliminate the negative emotions of civil servants,such as creating a reasonable salary system,creating a harmonious interpersonal organization atmosphere and optimizing the civil servant assessment system;Second,strengthen the incentive factors and improve the satisfaction of civil servants,such as improving the job promotion mechanism,paying attention to the training of civil servants,finding the right orientation and enhancing the sense of work achievement.Taking the grass-roots civil servants in Hebei Province as an example,this paper comprehensively analyzes the current situation,existing problems and causes of the incentive of grass-roots civil servants,and puts forward the corresponding improvement measures.Finally,I hope that the improvement of the incentive problem of grass-roots civil servants in Hebei Province can provide some reference for the improvement of the incentive problem of other grass-roots civil servants in China.
