| Criminal science and technology are commonly used technical means in the work of criminal technical police,and there is no doubt about its role in the detection of major and difficult criminal cases.Criminal science and technology are highly professional and cannot be replaced in terms of their role in preventing and combating crimes.They are conducive to safeguarding judicial justice and maintaining social stability.Therefore,the ability of grassroots criminal technical police is even directly related to the stability of the security situation in various regions and the strength of social management and control capabilities.However,in specific practice,because its work direction is to assist criminal investigations,work results are easily overlooked,and performance evaluation is difficult to quantify.In the process of work practice,there are often narrow promotion channels and limited career development space in criminal technology departments.The unreasonable evaluation mechanism can hardly stimulate the motivation and enthusiasm of grassroots criminal technical police for work innovation.After the police reform,many public security bureaus faced problems such as unreasonable departmental structure,the proliferation of "unified management" and "egalitarianism",the serious loss of talents in criminal technical posts,and the low professional level of existing criminal technical officers.Therefore,it is necessary and urgent to actively explore the factors that affect the enthusiasm of basic-level police criminal technicians.It is very important to explore and study the construction method of incentive mechanism for grassroots criminal technical police.Based on the necessity of this thesis research,this paper analyzes the academic achievements of the dual-factor theory and the research literature of police incentive theory at home and abroad to determine the entry point of the dual-factor theory applied to the research on the incentive mechanism of the grassroots criminal technical police.At the same time,with two-factor theory as the theoretical support,two major research methods,questionnaires and individual interviews,are used for practical investigations.The content of the questionnaire and the interview outline are mainly based on the existing relatively mature questionnaire,combined with my own practical experience and personal work perception to modify and improve,in order to maximize the reliability and validity of the questionnaire and interview results.Among them,in the process of questionnaire analysis,this paper uses SPSS26 software to scientifically analyze the data obtained from the questionnaire,explore the contradictions and problems existing in the management of Dalian grassroots criminal technical police,analyze the background and reasons of the problems.Through the analysis of satisfaction with health care factors and satisfaction with motivation factors,it is concluded that there are limited promotion channels for Dalian grassroots criminal technical police,There are even six problems such as lack of professional achievement belief,imperfect performance appraisal mechanism,unreasonable training mechanism,unbalanced salary and benefits,and management mode unscientific,complicated working environment and supporting facilities are lagging.Combining the existing problems,the corresponding suggestions and countermeasures are put forward for the construction of the incentive mechanism for Dalian grassroots criminal technical police: Establish a correct concept of professional achievement and broaden promotion channels;Improve the performance evaluation mechanism;establish a scientific training mechanism;Establish a scientific salary system;Improve a reasonable management mechanism;Adhere to preferential treatment of the police and improve the working environment.In the process of practical research in this paper,whether it is the setting of research methods,the selection of research objects,the establishment of research content,and the data analysis methods are all scientific and reasonable.The data conclusions drawn and the analysis affects the several major issues in the construction of incentives for Dalian grassroots criminal technical police are pertinent and directed.I believe that the suggestions and countermeasures for the construction of incentive mechanisms also have certain practical value and guiding significance. |
