Research On Community Correction Problems And Countermeasures In Ziliujing District, Zigong City

Community correction is a criminal execution activity outside prison,which is carried out for low-risk and misdemeanor offenders,make the object of correction develop socialized life under the supervision of judicial institutions.It can better help the rectified objects to smoothly return to and integrate into the society.It is a work that effectively connects the humanistic care,the rule of law,the maintenance of stability,and the modernization of grassroots governance capacity.Community correction is not only a simple criminal execution activity,but also an important task of grassroots governance.It needs the cooperation and participation of the government and social forces to help and promote the resocialization of community correction objects.China's community correction has been implemented in various parts of the country since 2003.By December 2019,it has received a total of 4.31 million corrections,with the recidivism rate as low as 0.2%,making a good contribution to social harmony and stability.Ziliujing District of Zigong City began to implement community correction in 2006.After years of efforts,a relatively perfect and smooth working mechanism has been formed.However,the work orientation of "attaching importance to management and neglecting service" has not been fundamentally reversed.The "last mile" problem of guiding social care,optimizing employment supply and improving the quality of life is still a problem.How to solve these work constraints is an urgent task Urgent need to study and answer the subject.In this paper,Zigong City Ziliujing district community correction work as the research object.Firstly,the basic concept,development history and efficacy of community correction are analyzed,and the basic theoretical research framework is constructed;secondly,taking Ziliujing district community correction work as an incision,the organizational structure,work force,operation process,experience and measures,and main effectiveness are comprehensively summarized;then,from the perspective of public management,the current and future community correction work is analyzed and judged.This paper analyzes the common and individual problems of community correction in Ziliujing district;then,by comparing the advantages and disadvantages of laws and policies,working institutions,receiving procedures,management measures,educational assistance,tracking and nursing in the advanced areas at home and abroad,and draws lessons from the beneficial work experience;finally,it is necessary to deepen the existing achievements,supplement the short board of work,and improve the quality and effect of correction,so as to improve the quality and effect of community correction in Ziliujing district.The work puts forward some suggestions,hoping to provide some reference for the current community correction work in Ziliujing District,Zigong City.
