Research On The Community Correction From The Point Of View Of Public Administration Of Licheng District Quanzhou City

The community correction was initiated in the 1960 s to 1970 s.It is a novel approach in the execution of the punishment,developed in the evolution of the penalty system.The community correction has become the trend in the development of the non-imprisoned punishment.Such approach has significant positive impact on assisting the criminals in returning to the society and preventing the potential relapse of crimes,and thereby promotes the development of the Harmonious Society.The community correction is an inevitable result of the progression of human civilisation.It is also considered the product of the protection of human rights and the socialisation of execution.Comparing to the well-established community correction systems in the western countries,which have been developed for over one hundred years,China's community correction system remains in an exploratory stage.As such,difficulties and issues are encountered in the practical applications in Licheng District,Quanzhou,of which solutions and improvements must be brought up.This work investigates the practice of community correction in Licheng through literature review and comparative study.The background and contribution of the research are briefed,along with the definitions of the critical concepts.Analyses are conducted on the practice of the community correction in Licheng.Four major issues are pointed out,which are the lack of cooperation between corresponding organisations,the absence in steady and professional teams of staff members,the insufficient deterrent over the personnel subjected to the correction,and the homogenised sources of executing parties in the correction.The factors contributing to the issues are summarised.The review is conducted,referring to the experience from the community correction in China and foreign regions.In combined with the New Public Service Theory and the Governance Theory,protocols and detailed solutions in the practice are proposed,which include: to emphasise the significance of additional attention from the corresponding organisations,to establish stable and capable teams of staff members,to enforce the deterrent of penalties,and to enhance the pluralism of the executing parties.The ultimate objectives of this work are to promote the innovation of the social governance and the development of community correction system so that the relapse in crime can be reduced and hence benefits the development of the society.
