Sub-national Government Diplomacy And Its Practice In The Construction Of The "Belt And Road"

Since the introduction of Sub-state Diplomacy,scholars have put forward theories represented by Paradiplomacy and Multi-layered Diplomacy from different perspectives,discussing the uniqueness and legitimacy of sub-state diplomacy.Meanwhile sub-state governments around the world have been enriching the meaning of sub-state diplomacy in practice.Since the reform and opening up,China’s sub-state diplomacy has been developing rapidly.After the launch of the Belt and Road Initiative(BRI),Chinese sub-state governments take it as a new opportunity for opening up and promoting local development.Therefore,they actively integrate into the construction of BRI with advantages.This paper study the case of Guangxi Zhuang Autonomous Region government’s participation in BRI.By sorting out the policy basis and practical path of Guangxi’s participation,it is found that sub-state governments play three roles in diplomacy,which are a participator of country’s policy formulation,implementer of specific BRI projects and propeller of overall regional participation.
