Since 2010,the Japan government has been preparing to sign the Trans-Pacific Partnership Agreement(TPP).But it failed to implement because of the oppositions from the actors of domestic political mechanism.In 2012,Shinzo Abe was re-elected to prime minister.One of his significant foreign policies is to impel Japan to sign the Trans-Pacific Partnership Agreement(TPP).The TPP policy of Abe's cabinet was also opposed by different actors of domestic political mechanism,especially the interest groups headed by Japan Agricultural Co-operatives(JA).Abe regarded the TPP policy as an important part of his three arrows of the Abenomics.Therefore,in consideration of Japan's economic revival and overall interests,Abe's cabinet decided to implement the policy.In the face of a great deal of resistance,the cabinet took many measures to coordinate with different actors,such as setting special agencies and negotiation targets,reforming the agriculture and the JA,putting new legislations and policies,resolving disputes within the party.Finally,the cabinet unified the opinions and resolved disagreements of different actors.A majority vote enabled the passage of the bill of TPP.
