At present,towns are the most basic political organization in our country,and they are the bond between the party and the masses,which play a fundamental and important role in the economic and social development of the countryside and even the country.As the backbone of the rural grass-roots regime,township civil servants are the specific organizers and direct commanders of rural politics,economics,and social life,who often take on the arduous tasks of economic development,serving the masses,and social stability.They are also the forces that provide public services.However,the lowly official,poor living conditions,badly paid and great pressure are the true reflection of these township civil servants,which are determined by the environment.The question of the incentive mechanism of township civil servants is not only the necessary requirement for the care of grassroots cadres,but also the key link to maintain the stability of the grassroots civil servants and improve the efficiency of the government at the grassroots level.Therefore,the research on the motivation of township civil servants has important practical significance.In recent years,some changes have taken place in townships and towns in terms of work,tasks and working environment with the rapid economic growth and the deepening of reforms.Vertical comparison shows that key tasks such as poverty alleviation,grassroots governance,and rural rejuvenation have been continuously promoted,and the amount of tasks at the township level has been increasing.The strength of the township government is still relatively weak,and the shortage of funds is becoming more serious,while the government affairs of townships and towns is increasing,with more and more problems need to be resolved.A series of social problems such as rural contradictions and the gap between urban and rural areas continue to appear,which put great pressures and challenges on township civil servants.At present,the phenomenon of loss of civil servants in townships still exists.More and more towns say they cannot retain people.It is fairly common among some township civil servants that become job burnout,low work fever and negative acts.Therefore,It becomes problem which urgently to be resolved that how to construct an incentive mechanism suitable for the actual situation at the grassroots level and improve the job satisfaction and efficiency of township civil servants.This article uses L County in XX Province as an example to study the incentive mechanism of civil servants in towns and villages in China.Based on the analysis of the current incentive needs and status evaluation of civil servants in towns and villages in L County,a questionnaire survey and interview on motivation satisfaction are conducted,and a comprehensive Porter-Lawler incentive model is used.The analysis and evaluation are carried out,and the comprehensive incentive model of the township and township civil servant incentives in the new period is further explored and constructed.By analyzing the questionnaire survey data of the civil servants 'incentive satisfaction in county L,we found that the motivation and satisfaction of civil servants in county L were generally at a medium level,and the scores of each dimension from high to low were work itself,organization management,family support,treatment and development,while options such as salary and benefits,promotion,and development score lower.According to the investigation of the demand for incentives,it is concluded that the factors most valued by civil servants in towns at county L are concentrated in wages and benefits,working conditions and environment,fair rewards and punishments,etc.,while the high living burden,low income,great risk of job responsibility,and the intensity of work is the main source of stress and distress for civil servants in county L at present.At the same time,from the perspective of individual factors on the civil servants in L country,age,job category,marriage and child status,driving distance and other factors have a significant impact on the satisfaction of civil servants in L country.This article uses Porter-Lawler's comprehensive incentive model to analyze the existing problems in the incentives of county and township civil servants in County L,starting from whether there is a positive correlation between the three stages of effort and performance,performance and reward,and reward and satisfaction,to look for problems and seek solutions.Through the empirical analysis of the incentive mechanism of township civil servants in County L,to optimize the Porter-Lawler comprehensive incentive model and explore comprehensive incentive model suitable for the township civil servant incentives in the new period,with a view to providing reference value for the research and optimization of the township civil servant incentive mechanism.At the same time,based on the analysis of the incentive mechanism of township civil servants in county L,the corresponding countermeasures are proposed,and I hope to provide more useful thinking for the improvement of the incentive mechanism of township civil servants in the new period.
