The township government is the most basic government organization in our government system.The township civil servants are the main force of the township government.Their work performance and work attitude are important factors in the development of the township government and play an important role in local development.In recent years,the central and local governments have begun to focus on improving the sense of gain at the grass-roots level,and set 2019 as the "grass-load reduction year".This move reflects the party and government's concern and care for grass-roots cadres,and also plays a role in improving the incentive mechanism for township civil servants.enhancement.Heze City actively responded to the national call.In recent years,many townships and streets have recruited many college students,which has greatly improved the quality and ability of civil servants in Heze townships and towns,and has further promoted the construction and economic development of rural areas in Heze.Heze City has done some work in stimulating the enthusiasm of civil servants in townships and towns,but there are still some problems.For example,compared with civil servants in county and municipalities who work at the same time in Heze townships,the working environment and salary are different.Heavy responsibilities and small promotion space not only greatly dampen the enthusiasm of township and township civil servants,but also cause them to lose their enthusiasm for work.Every year in Heze City,township and township civil servants choose to resign for another career,or find opportunities to transfer to the county,Municipal units.From this we can see that if we want township civil servants to stay at the grassroots level with peace of mind and stimulate their endogenous motivation,we must establish and improve the township civil servant incentive mechanism as soon as possible.However,the current government's incentive policy for civil servants in Heze City is relatively macroscopic.There is no incentive policy specifically for township civil servants,and the emphasis on the incentives for township civil servants is not enough.Therefore,this article takes Heze city and township civil servants as the research object,and aims to investigate and study the incentive problems of township civil servants.It uses questionnaires,field interviews and other methods to take Hecheng County as an example to find Heze through empirical investigation and analysis.The crux of the problem of motivating civil servants in towns and townships,and put forward suggestions for improvement,hoping to further enhance the enthusiasm of the township and township civil servants,enhance the governing skills of township governments,and improve the image of township governments in the grassroots.This article is divided into seven parts.The first part is the introduction.The main research explores the research background,the theoretical significance of enriching the research results of incentive issues,the practical significance of improving the enthusiasm of township civil servants,and summarizes domestic and foreign research on this issue.The current situation elaborates the research ideas,research methods and innovations of this article.The second part includes the definition of the basic concepts and the theoretical basis.It mainly explains the four basic concepts of civil servants,township civil servants,incentives,and the incentive mechanism of civil servants,and introduces the theory of demand hierarchy,two-factor theory,and fairness theory.The third part is the current state of township and township civil servants' incentives in Heze.It mainly writes the township and township civil servants' incentives in Heze.The incentives are: salary incentives,training incentives,assessment incentives,promotion incentives.It also explains the effects of Heze's township civil servants' incentives..The fourth part is the survey and analysis of the civil servants 'incentives in Tancheng County,Heze City.This part investigates the current situation of the civil servants' incentives in Tancheng County through questionnaires and interviews,and analyzes the survey results.The fifth part lists and analyzes the existing problems in the incentives of township civil servants in Heze City,mainly from the aspects of incentive methods,assessment incentives,promotion incentives,and salary incentives.The sixth part puts forward corresponding countermeasures and suggestions for the incentives of township civil servants in Heze City.Starting from the enrichment of incentives and the improvement of the incentive system,it actively explores new paths of incentives for township civil servants in Heze City.Section VII draws conclusions and summarizes the contributions and limitations of the conclusions.
