Research On Policy Support For The Development Of Day Care Institutions For The Disabled In Jiangmen City

Day care institutions for persons with disabilities mainly provide day care services,self-care and housework training,social and social adaptability training and sports for intellectual,mental and multi-physical persons with disabilities who meet the conditions and have care needs.In recent years,the care services for the disabled in Jiangmen City have achieved remarkable results,which is naturally inseparable from the support of this series of care for the disabled.However,these support policies in the specific implementation process has gradually exposed some problems,can't meet today's social groups of disabled people yearning for a better life.The policy of caring for the disabled is the system guarantee to effectively promote the healthy development of day care institutions for the disabled,through the study of policy support can help the government,institutions and even the disabled groups to understand the effectiveness and shortcomings of the current policy support,to provide practical basis for the government's late policy formulation,to clarify the policy direction for the development of nursing institutions,and to use the policy for the disabled groups in need to fight for their rights and interests.This paper takes Jiangmen City day care institutions for the disabled as an example,the author participated in the 2019 Jiangmen City day care institutions assessment project,the use of field observation methods,interview methods and literature research methods,field observation,interviews and combined with expert evaluation feedback analysis of jiangmen City day care institutions for the disabled status quo,from the knowledge network and the official network of the disabled and other channels to comb through the relevant policies introduced in recent years,summarized the existing relevant policies for the development of day care institutions for the disabled Professional construction and service management support.Through the combination of practice and policy,it is found that the policy support effect of fund support policy,site construction policy,student management and center management is better,but there are some problems such as: weak personalized service,insufficient socialized service,limited link of social resources,and irregular administration.These aspects have issued the corresponding policy support documents,but in the course of practice for various reasons did not play the desired policy effect.In order to improve the current policy support for the development of day care institutions for the disabled in Jiangmen City,The author thinks that priority should be given to strengthening social work forces and giving full play to the role of policy support;detailing the content of policy support;speeding up the implementation of policies for talent development;and improving the policy support system with service effectiveness as the key.
