Employment of disabled people is an important way to guarantee their basic life,social participation and realize their life value.However,due to physical,social environment and the barriers of employment discrimination,the employment situation of disabled people is not idealistic.Therefore.social support from the government and other subjects is particularly necessary.However,in practice,due to various limitations,the social support for the employment of the disabled has little effect and the actual employment level of the disabled is low.This paper divides the social support structure of disabled people's employment into three categories:government support,quasi-government support and primary group support.Among them,quasi-government support includes support from community and social organizations,mainly referring to semi-official support such as neighborhood committees and Disability Federations.The support of primary group includes consanguinity support,kinship support,geographic support and personal relationship support.By investigating the social support structure for the employment of the disabled people,this paper aims to explore the problems existing in different support subjects and their supporting behaviors,and analyze the reasons.Using the method of case study,this paper has conducted semi-structured interviews in W,R,Y and H districts of four districts under Weihai City.Through the introduction of acquaintances,12 disabled persons,4 government officials,4 workers from semi-official communities and social organizations and 6 members of primary groups(relatives and friends)were selected.Through in-depth analysis of interview data,this paper finds that there are three main problems in social support for employment of disabled people at present:first,the government support is much cry and little done,which is mainly manifested in inadequate investment in government resources,inadequate enforcement and supervision.Second,the quasi-government support is full of ritual style,including the employment support workflow which is formalism and lack of initiative,focusing on quantity and neglecting the effect of implementation.Thirdly.the primary group support is full of egoism.Specifically speaking,the primary group support that stresses human feelings and face has the characteristics of reluctance and unsustainability.The basic reason why the social support for the employment of the disabled is not effective is that the influence and restraint of the developmentalist values on the various actors lead to a serious deviation of the policy implementation effect from the policy objectives.Instilled by the truth that "development is the absolute truth",the main body of government support has not yet fully realized the importance of employment support for the disabled and considered it"unimportant",thus putting it in the position of policy marginalization.Similarly,because of lack of sufficient incentives and motivation,most of the quasi-government support subjects show a "reluctance" and "doing their best"attitude towards the employment support of the disabled.Because of the "no benefit".the support of the primary group is mostly based on the consideration of humanity and face,which leads to the passive,perfunctory and unsustainable employment support for the disabled.In order to solve the problems of employment support for the disabled first of all.we should adjust the concept from the original developmentalism to the positive welfare.Secondly,the govemrnent,quasi-government organizations and primary groups should actively cooperate to provide assistance for employment support of the disabled.Specifically,the government should attach importance to the "social investment" of social support and establish a good supporting environment;quasi-government organizations should change their work style,providing related services through multiple channels:primary groups should provide more emotional and social support.Only by paying attention to the participation of the government,quasi-government organizations and primary groups,and building a sound social support network,can the social support of the disabled's employment be fundamentally guaranteed.
