Research On Lifelong Accountability System For Major Administrative Decision-making

The theoretical research and practical exploration of establishing and strengthening decision-making accountability system have surged forward gradually since Chinese government set a goal of comprehensively promoting and constructing legal administration, and accountability for major administrative decision-making has drawn high attention from the government and academia. It has become an important proposition studied in the academic world as to how to establish this system practically since the establishment of a lifelong accountability system for major administrative decision-making was formally proposed at the fourth plenary session of the 18 th Communist Party of China Central Committee.The lifelong accountability system for major administrative decision-making is a sub-proposition evolved from the implementation of administrative accountability in China. After the proposal of this proposition, many people have raised doubts on its legality and practicability. For this reason, this paper conducts an argumentation to illustrate its legality and practicability. Even though many local governments of China have explicitly proposed establishment of lifelong accountability system for major administrative decision-making in local provisions, but the extent, principle, subject and type of lifelong accountability, as well as the concrete and operable content of accountability object, standard and procedure, have yet to be refined and perfected.This paper tries to make an in-depth discussion on how to set up a system containing the above concrete links, takes the establishment of a well-conceived archival record system as the basis and takes the national-level lifelong accountability system for major administrative decision-making as the outline, to form a rational and scientific lifelong accountability system, and takes powerful lifelong accountability subject and lifelong accountability procedure as the guidance, to form a lifelong accountability system for major administrative decision-making that has not only strong deterrence,but high practical operability, to produce a mainstay effect on the establishment of accountable government in China.
