Study On The Implementation Problems Of Support Policies For The Small And Medium-sized Technology-based Enterprise In Liaoyang City

Studying the implementation of support policies for Liaoyang technology-based SMEs will help improve the survival and growth environment of technology-based SMEs in Liaoyang City,promote the transformation of industrial structure,increase the potential for economic development,and provide a scientific basis for the formulation,implementation,and effectiveness evaluation of support policies for technology-based SMEs in Liaoyang City and even Liaoning Province.This article mainly uses social science research methods such as literature research method,interview survey method,comparative analysis method,and uses Gao Jin’s theory of policy implementation to construct an analysis framework for the implementation of policy support issues for technology-based SMEs in Liaoyang City,policy content and enterprise demand practice,administrative authority of upper level government and discretion of lower level government,policy objectives and implementation capabilities,inter-government communication and feedback four unified standards;It reveals four problems of that the city-level policy content in the implementation of Liaoyang’s technology-based SME support policies cannot fully meet the actual needs of enterprises,the grassroots government’s selective implementation of policies,the weakening of the grassroots government’s policy enforcement,and the lack of supervision of policy implementation;Analyzed the internal and external reasons for the implementation of policy support issues for Liaoyang technology-based SMEs.The internal reasons are mainly the lack of practical content of the policy to affect the effect of policy implementation,the lack of initiative and choice of grassroots governments to affect the implementation of policy,the external reasons are mainly the policy implementation without an effective supervision mechanism,a good atmosphere for scientific and technological innovation has not yet formed;On this basis,the main countermeasures to solve the implementation problems of Liaoyang city’s technology-based SMEs support policy are put forward based on the actual situation,including the improvement of the technology-based SMEs support policy system,and the strengthening of communication and coordination between the municipal,county and district governments and other executive bodies,improving the implemtation and supervision mechanism of supporting policies for technology-based SMEs,and create a good atmosphere of technological innovation.
