Since the reform and opening up,China has completed the transformation from human centered development to talent centered development.In recent years,cities across the country have realized the importance of talents for urban development.Cities have launched a "scramble war" against talents.As leaders,high-level talents are the core competitiveness of regional development,It plays a vital role in economic and social development.For this reason,many cities have issued relevant talent introduction policies to vigorously develop,cultivate and introduce high-level talents at home and abroad.The talent policy system is mostly divided into two aspects: incentive and guarantee.In order to eliminate their worries after talent cultivation and introduction,the incentive measures are to support their entrepreneurship and innovation projects and transform them into economic benefits as soon as possible.This series of policies basically constitute the framework of high-level talent introduction policy system in each city,showing homogeneity.Qingdao has also formulated relevant policies and supporting measures for the introduction of high-level talents.Since 2018,it has intensified the introduction of talents.In 2019 and 2020,it has promulgated relevant policies for many times,and the effect of talent introduction is beginning to show.However,there are still some problems to be solved,such as the implementation effect of the policy,whether the expected goal has been achieved,and whether it is compared with the advanced cities.Therefore,this paper takes Qingdao as an example,starting from the evaluation of the implementation effect of high-level talent introduction policies,uses the methods of literature research,quantitative analysis,comparative analysis and process tracking analysis to determine the fact evaluation standard,technical judgment standard and value judgment standard,and establishes the evaluation system of high-level talent introduction policies in Qingdao,This paper combs the evolution and development process of Qingdao's high-level talent introduction policy.Through policy analysis,questionnaire survey and other forms,it finds that there are some problems in Qingdao's high-level talent introduction policy,such as the trend of net outflow of talents,lack of international high-level talents,low coverage and urgent need to improve some policies,It concludes that we should set up a unified leading body,reduce the threshold of Hukou immigration,and actively introduce international talents.Based on this,it puts forward four suggestions: clarifying the city's strategic positioning,giving full play to the decisive role of the market in talent introduction,improving the talent service system,improving the talent service environment,and giving full play to the training function of universities in youth.
