Research On The Mechanism Of Conflict Resolution In Urban Community Governance

The community is the smallest unit of society and the cell of society.The harmony and stability of the community directly affect the stability of the grassroots society.With the transformation and development of society,new classes have emerged,the pattern of social interests has been reshaped,and various social contradictions have gradually become prominent,and communities have become a frequent source of social conflicts and disputes.Reasonably resolving community conflicts and exploring an effective mechanism for resolving community conflicts and disputes have become important issues in community governance.To resolve community conflicts and disputes fundamentally,and to explore effective mechanisms for the resolution of community conflicts and disputes,it is necessary to find out the causes of conflicts and disputes,and reasonably divide the types of community conflicts and disputes.Based on the literature research,this paper conducts an in-depth analysis of community conflicts and disputes from the theoretical perspective of social conflicts,and divides community conflicts and disputes into three main types: community interest-based conflicts,community power-based conflicts,and community cultural and custom-based conflicts;The characteristics of community conflicts and disputes are usually based on interest and non-confrontation.At the same time,they also show new characteristics such as non-direct interest and diversified forms of expression.This study believes that the imperfect community consultation mechanism,the unclear power boundaries of governance bodies,and insufficient community governance capabilities are the causes of the three types of community conflicts.Based on the above research and analysis of community conflicts and disputes,this article takes governance theory as an analytical perspective.This research proposes three different types of conflict resolution mechanisms: community negotiated governance,community contractual governance,and community micro-governance.The three contradiction resolution mechanisms are analyzed from three aspects: theoretical basis,operation process,and effect.Community consultative governance builds a governance platform,and governance entities reach consensus through consultations and dialogues to resolve community disputes;community contractual governance establishes contractual relationships between governance entities,clarifies their respective responsibilities and powers,and resolves mutual avoidance of responsibilities;communities;Micro-governance uses an operation approach that is close to the residents to solve the individual needs of residents,relieve residents' dissatisfaction from the source,and curb the generation of conflicts and disputes in the community.At the same time,this study believes that the function of community conflicts and disputes cannot be completely negative.Community conflicts and disputes have a positive function in promoting community governance innovation,realizing community integration and stimulating community citizenship.In practice,the three conflict resolution mechanisms still have certain limitations.The article proposes to establish and improve the long-term prevention mechanism of community conflicts and disputes,unblock the residents' interest expression mechanism,and strengthen the legal construction of community conflicts and dispute resolution.Improve the mechanism for resolving community conflicts and disputes.
