Research On Rural Collaborative Governance Under The Background Of Rural Revitalization Strategy

The Party and the state have always attached great importance to the development of agriculture,rural areas,and farmers.In the new era,the implementation of the rural revitalization strategy is a positive response to agricultural upgrading,rural stability,and farmers’ income increase.The overall revitalization of the countryside refers to the development of economy,politics,culture,ecology and society.It is a coordinated promotion of the five aspects and a systematic project.The single entity rural governance structure cannot meet the diverse needs of the majority of villagers and effectively integrate rural social resources such as human,financial,and material resources,resulting in low efficiency in rural governance.In the context of implementing the rural revitalization strategy,rural governance needs to fully mobilize the enthusiasm of various forces such as rural grassroots party organizations,township governments,village committees,various rural social organizations,and the majority of villagers,and form a strong joint force of governance through the coordination and cooperation of multiple governance entities.This article analyzes the collaborative governance of rural areas in the context of rural revitalization strategy.Firstly,the connotation of rural collaborative governance under the background of rural revitalization strategy is elaborated from five basic dimensions:"the subject of collaborative governance,how to achieve collaborative governance,the object of collaborative governance,what to rely on to ensure collaborative governance,and the goal of collaborative governance";Secondly,analyzing the internal connection between the two,focusing on discussing that rural revitalization strategy is a strategic opportunity for rural collaborative governance development from three aspects:five tasks,macro system,and favorable conditions;From the five aspects of rural industry,politics,culture,ecology and public services,how to use collaborative governance and the actual results achieved to demonstrate that rural collaborative governance is the only way to achieve the strategy of rural revitalization.Once again,the current situation of rural collaborative governance under the background of rural revitalization strategy is discussed,with a focus on analyzing the problems in the operation process of rural collaborative governance from three aspects:subject dilemma,interaction dilemma,and technical dilemma.These problems are specifically manifested as the lack of collaborative awareness and ability of rural multiple governance entities,unclear rights and responsibilities and low synergistic effects among multiple governance entities,and the low level of informationization and intelligence in rural collaborative governance,And analyze the causes of the problem.Finally,based on this foundation,targeted optimization paths for rural collaborative governance are proposed from three aspects:enhancing the collaborative governance capacity of multiple rural entities,establishing and improving institutional norms and various mechanisms for rural collaborative governance,and promoting the deep integration of modern information technology and rural collaborative governance,in order to better promote the modernization of rural governance with Chinese characteristics.
