Research On Government Promotion Mechanism In Rural Financial Reform In Wenzhou

General Secretary Xi has mentioned on many important occasions that "the nation must be revitalized,and the countryside must be revitalized".I think this is probably why the government places "agriculture,rural areas and farmers" in the most prominent position,and always makes "agriculture,rural areas and farmers" as the top priority of the party's work.In early 2021,there is a sentence in the No.1 Document of the CPC Central Committee,"We should strengthen the guarantee of input for priority development of agriculture and rural areas,and we also should continue to deepen rural financial reform",and the government to adopt policy means how to leverage the current rural financial capital to support the development of rural industry,this is the central and local government question needs to be further studied,and throughout the country,because of the vast area in our country,Different cultures and historical backgrounds exist in different places,so local governments promote rural financial reform through different promotion mechanisms,so that the sleepy assets in rural areas can be revitalized and reused,so as to drive the development of rural industries,and realize farmers' prosperity and rural revitalization.This paper takes the pilot case of the national rural financial reform successfully implemented by the O District Government of Wenzhou,an eastern coastal city,as the research object,and makes an in-depth study of the effect of the government promotion mechanism in the process of rural financial reform on the farmers' entrepreneurship and rural development.The research results will have a strong practical guiding significance for the local governments with similar historical and cultural background,and can also be used as a reference for the central government to formulate corresponding laws and regulations and supporting measures.In this paper,the author adopts four research methods,including case study,literature research,questionnaire survey and quantitative research,and takes the new public service theory and the government's economic function as the theoretical basis of the whole paper.The author starts from the study of wenzhou's rural financial reform process and the current situation,and the author analyzes the unique historical and cultural background of the local,and the specific changes and causes of the government promotion mechanism in the process of promoting rural finance reform at the government level in this region.In addition,combined with the typical case of O District government carrying out the pilot work of national rural financial reform,this paper studies and analyzes the operation mechanism of Wenzhou municipal government,and makes quantitative analysis of the financing data obtained in the survey and interview and the questionnaire results obtained from sampling.From the perspective of the influence of government promotion mechanism on society,Qualitative analysis of the social benefits and experience gained from the reform,the overall understanding of wenzhou rural financial reform in the government promotion mechanism and the social benefits and influence generated by the government promotion mechanism.And through discussion visits,questionnaires,literature review and other ways,combined with the O district government in promoting the rural financial reform in the existing problems,detailed analysis of the government causes of these problems.Finally,summarize and extract five key countermeasures:first,improve the legal mechanism,use legal means to supervise,guide and restrain,deepen the rural financial reform,make rural finance long-term development and healthy growth;Second,improve the supervision mechanism,strengthen exchanges and cooperation between various departments,communication and mutual assistance,and mobilize the power of the whole society to form an effective supervision system with high efficiency and strong timeliness;Third,innovate risk prevention and control mechanisms,focusing on improving the risk guarantee fund system and guiding exploration of policy-based insurance business;Fourth,strengthen the service mechanism,focusing on the implementation of accelerating the improvement of financial support system for agriculture,accelerating the cultivation of rural property rights evaluation market,improving the rural property rights transfer and transaction mechanism,fostering a healthy social credit system,activating the rural financial market and other aspects,strengthen the government service function,optimize the government service mechanism;Fifth,we will improve the government performance evaluation mechanism,include the performance of financial regulation and major indicators of agricultural and rural development in the evaluation,establish reward and punishment mechanisms,suggest improving the means and carriers for planning evaluation,and formulate evaluation methods,indicator systems,weights,and target values in a scientific way.
