Research On Shanghai Anti-terrorism Early Warning Mechanism And Big Data Application

Terrorism is a global issue.With the rapid development of the Internet,the networking trend of terrorist activities is becoming more and more obvious,showing the characteristics of concealment,suddenness and difficulty in prevention.The occurrence of terrorist attacks has seriously affected the security of the states,triggered social turbulence,and greatly affected the stable and orderly development of social economy.Therefore,it urgently requires a comprehensive and systematic study of terrorism and anti-terrorism issues for the increasingly severe global anti-terrorism situation from the aspects of theoretical research and practical work.China,like many other countries in the world,is plagued by terrorism,and Shanghai,as one of the largest and most prosperous cities in China,has been,is and will be faced with the potential threat of terrorism in the past,present and future.Today,when data “leave traces”,all countries have begun to use big data to carry out anti-terrorism work,and anti-terrorism with data has become a sharp weapon in the new era.In order to effectively deal with the threat of terrorism,on October 28,2021,the 36 th meeting of the Standing Committee of the 15 th Shanghai Municipal People's Congress passed the Measures of Shanghai Municipality on the Implementation of the Anti-Terrorism Law of the People's Republic of China,which has clarified the working ideas of strengthening the application of “data” and improving the effectiveness of anti-terrorism work.Under this background,this paper took Shanghai's anti-terrorism early warning mechanism as the main research object,and aiming at the problems of insufficient integration of early warning mechanisms and the lack of in-depth application of big data,it drew lessons from the mature experience of the United States and Israel to explore ways and means to improve the anti-terrorism early warning mechanism in this city.To be more specific,by analyzing the problems in the anti-terrorism early warning mechanism of this city,such as imperfect coordination,insufficient participation of non-power subjects,and unclear risk level setting,this paper put forward measures such as regional linkage,unblocking information sharing channels,and standardizing the release of anti-terrorism early warning;By analyzing the three shortcomings of “information sharing,application depth and service capability” of the application of big data in this city,it put forward some suggestions such as building an anti-terrorism data center,improving the content of anti-terrorism science and technology,and perfecting the professional data talent team,so as to promote the integration of big data into anti-terrorism early warning,more effectively prevent and combat terrorist activities,protect citizens' legitimate interests,and better safeguard the security and stability of the country.
