Study On Perfecting Mechanism Of Anti-terrorism Warning In China

“9·11” event bang the anti-terrorism alarm for the world, since then, every country has gradually established and improved their own anti-terrorism system and warning mechanism. Public crisis management model was leading by government, and the society from all walks of life should participate in it. It also realized the positive interaction among the countries and counter-terrorism departments, between government and society. It be able to predict and monitor terrorist activity in advance, and then reduce or even avoid destructive disasters brought by the terrorism crime effectively.This article used the historical analysis, the comparative research and the combination of deductive and inductive research according to the pragmatic principle of seeking truth from facts, based on the public governance theory and crisis management theory, combined with our national conditions, in order to promote the anti-terrorism warning mechanism.First of all, using the terrorism study of domestic and international scholars for reference, proposed some definition, characteristics and harm about terrorism in this paper; Second, on the basis of the existing anti-terrorism warning theory and practice in our country, find out the problems existing in the current anti-terrorism warning mechanism, and then make the deep analysis on the causes; Third, I chose three countries : the United States, Russia and Singapore,whose anti-terrorism warning mechanism are relatively perfect, and made a comparative study to comb the anti-terrorism warning model and characteristics of three countries, in order to serve as a reference for perfecting our anti-terrorism warning mechanism; Finally, combined with the problems of our anti-terrorism warning mechanism and others experiences, we can perfect it from the legal mechanism, organizational mechanism, intelligence mechanism, ensuring mechanism and other several aspects.In nowadays, terrorism forces is still rampant, our country should attach great importance to the warning and prevention work against terrorism, and constantly improve the anti-terrorism warning mechanism in practice, only in this way, can we combat terrorism and prevent the life property safety、national unity and social stability from terrorism effectively.
