The Practical Dilemma And Path Selection Of Higher Vocational Enrollment Expansion

The development of higher vocational education plays an important role in providing high-quality technical and skilled personnel for China's economic transformation and upgrading,promoting social employment,and facilitating targeted poverty alleviation.Since the new era,our country pays more and more attention to the development of higher vocational education.It is pointed out in the implementation plan of national vocational education reform that the high-quality development of higher vocational education should be promoted,and the development of higher vocational education should be regarded as an important way to optimize the structure of higher education and train the craftsmen and skillful craftsmen of major countries.In order to vigorously develop higher vocational education,li ke qiang proposed a policy of massively expanding the enrollment of 1 million people in higher vocational education in 2019 in the government work report of 2019.Later,the ministry of education and other six departments jointly promulgated the implementation plan of the special work of higher vocational college enrollment expansion,which made specific work arrangements for the work of higher vocational enrollment expansion in China from the aspects of enrollment,education and teaching,employment services and so on.On the basis of the existing research results,through the literature method,text analysis method and comparative research method,this study makes a profound interpretation of the implications of China's higher vocational college enrollment expansion policy,and analyzes the theoretical and contemporary significance of China's economic and social development brought forward by higher vocational enrollment expansion.Based on this,this paper explores the new demands for higher vocational education in China under the background of higher vocational college enrollment expansion,analyzes the practical difficulties that higher vocational college enrollment expansion may face in the implementation process,and puts forward countermeasures for the implementation of higher vocational enrollment expansion.Higher vocational college enrollment expansion not only provides diversified higher education options for different groups,promotes the equity of higher education,but also improves the employ ability of disadvantaged groups,and protects citizens'right to employment.At the same time,the expansion of enrollment expanded the scale of higher education,accelerated the process of the popularization of higher education in China,and promoted China to become a powerful country in higher education.It can also effectively relieve the employment pressure,and provide sufficient human resources support for China's industrial development by reserving high-quality skilled personnel in urgent need.Higher vocational enrollment methods should be combined with the characteristics of different groups.The enrollment target should be extended from traditional ordinary high school graduates to secondary vocational graduates,migrant workers,ex-servicemen and other groups.The admission standards should be more flexible.The school system of higher vocational colleges should be more flexible,the training objective should be changed to cultivate high-quality skilled personnel and personnel with basic employ ability,and the teaching methods and teaching evaluation methods should be people-oriented.Improve the teacher training system,selection and recruitment system,improve the ability of "double-qualified" teachers;The professional setting should be combined with the regional economic development,and the professional development should be transformed from the independent professional development to the professional group development,and the professional scale development should be combined with the talent demand of industry enterprises.In response to the policy supply of higher vocational college enrollment expansion,we examine the development status of higher vocational education in our country.The imperfect enrollment system of higher vocational education leads to the shortage of enrollment;The specialty setting does not match with the industry,which cannot guarantee the future employment of students.The number of "double-qualified"teachers is insufficient and cannot be effectively supplemented;Student management lag and instrumental color in the management process will affect students' overall development;The shortage of funds has severely restricted the sustainable development of higher vocational colleges.It is necessary to reform the current higher vocational education system to effectively promote the policy of higher vocational enrollment expansion.First,we should break the restriction of the threshold of higher vocational college enrollment,adopt diversified examination methods,strengthen the publicity of enrollment policies,and improve the guarantee mechanism of higher vocational enrollment system.The second is to set up and control the number of professionals based on the professional types and talent needs of higher vocational colleges.Third,we should broaden the ways of recruiting and training teachers in higher vocational colleges and improve the guarantee mechanism of teachers' salary.Fourth,we should improve the management system of vocational education,establish the credit bank system of higher vocational colleges,and establish and improve the people-oriented student management system.Fifth,broaden the sources and channels of higher vocational colleges' funds,increase capital investment,improve the efficiency of the use of funds,realize the "open source"and "reduce expenditure" of higher vocational colleges' funds,and resolve the problem of shortage of funds in the process of expansion.
