Research On The Development Status And Countermeasures Of Sichuan Athletics Association Under The Background Of Association Substantiation

As an important organizational form of developing sports and carrying out sports activities,individual sports associations bear the responsibility of cultivating and developing sports projects.As a “regional fulcrum”,the provincial individual sports association plays a supporting and radiating role in the national and grass-roots sports associations,and the reform of its system and mechanism is imminent.This paper analyzes and studies the development status of Sichuan Athletics Association by means of literature method,field investigation method,interview method and logic analysis method,and clarifies the problems existing in the development of Sichuan Athletics Association,and puts forward some countermeasures and suggestions for the reform of Sichuan Athletics Association in combination with the spirit of the reform of the.The following conclusions are drawn from the study:1.Sichuan Athletics Association is a sports social organization established under the leadership of Sichuan Provincial Sports Bureau and registered by Sichuan Provincial Civil Affairs Department according to law.Its development has experienced five stages:start-up,exploration,implementation,development and deepening reform of the association.2.The Sichuan Athletics Association carries out daily work according to the existing rules and regulations,and provides relevant event information and services through organizing and carrying out related events and training,so as to continuously strengthen the promotion of track and field events and their industries.3.At present,the management of Sichuan Athletics Association is aging,and the staff is more part-time than full-time;the main source of funds of the association is to rely on the allocation of funds from the competent government departments;the individual members of the association are relatively small,and the group members are mainly from various cities and states,among which there are relatively few prefectural and municipal track and field associations in the name of “track and field association”,and lack of guidance and construction of local track and field associations.4.It is found that the main problems that restrict the development of Sichuan Athletics Association are :“ one set of people,two brands ”,the responsibilities and functions of the provincial farmland association and the provincial farmland management center are not clear;there is a situation of mutual personnel between the provincial farmland association and the provincial farmland management center,and the administrative color of the association is obvious;the organization of the association isnot perfect,the construction of media propaganda,industrial development and other departments is lacking,and the overall preparation work after “decoupling” is lacking;the association plays more functions in the organization and referee management of the event,and plays a function in the market development of the track and field project.less;the association's funding sources are relatively single,lack of a certain economic entity and self-“hematopoiesis” ability.5.In view of the main problems existing in the development of Sichuan Athletics Association,the following development countermeasures are put forward: Give full play to the main position of the association and clarify its responsibilities and functional orientation;strengthen the top-level design,clarify the relationship between the association and the provincial field management center,and make good institutional and organizational preparations for “decoupling”;construct a talent training and development plan for trade associations,strengthen the training of professional talents and echelons of the association;interpret and implement the spirit of national documents,improve the relevant policies and regulations of the association,management and supervision mechanism,and gradually form a unified evaluation mechanism of the government,society and self;improve and optimize the organization of the association,innovate the mechanism and content of the event,and strengthen the construction and guidance of local and regional track and field associations,and improve the province and city We will give full play to the management and service functions of the Sichuan Athletics Association,build provincial brand events,and enhance the association's industry influence;explore and build diversified financing,market-oriented operation of marathon events,and strengthen the association's self-“ hematopoiesis ”ability by setting up economic entities.
