In recent years,the eastern region of China is facing a series of problems,such as the slowdown in GDP growth,the decline in the workforce,the fatigued and weak of labor intensive industries,and the decline in the population.Under the background of the Belt and Road,the low-end manufacturing in the eastern region has gradually shifted to low-cost countries.With the upgrading of excellent industrial structure,highquality human capital will play an important role in regional economic growth.Based on New Economic Growth Theory and the theory of human capital,this paper makes a comparative analysis of heterogeneous human capital and economic development in eastern China,and tries to construct three kinds of empirical models of action mechanism,taking 10 eastern region provinces and cities as samples,choosing GDP as dependent variable,and heterogeneous human capital according to education level as independent variable.This paper makes an empirical analysis of 2000?2017 panel data to test the impact mechanism of heterogeneous human capital on economic growth in eastern China.Based on theoretical and empirical studies,this paper draws the following conclusions:First,the basic human capital,knowledge human capital and skill human capital in the eastern region of China indirectly promote economic growth through technological imitation effect.Empirical research shows that the technological imitation effect of human capital in Nelson-Phelps mechanism and Papageorgiou mechanism of action which has received school education and professional technical training in the eastern region has been verified,and the model after the financial crisis in 2008 has been verified The imitation effect is more significant.The technology imitation coefficient of skilled human capital is higher than that of knowledge human capital.As the eastern region of China is the gathering place of high and new technology and global capital,under the absorption,imitation and practical application of human capital with high educational background and high professional ability to new technology,the overall technical level of the eastern region has been improved,thus indirectly promoting economic growth.Second,the heterogeneous human capital in eastern China does not act as a direct factor to promote economic growth.Empirical research shows that the increase of material capital and total labor force in eastern China has a direct effect on economic growth.In contrast,heterogeneous human capital is less significant on economic growth.Simply considering heterogeneous human capital as a direct input factor can not accurately describe the relationship between heterogeneous human capital and economic growth,and there is a delay in its transmission process.Third,the knowledge human capital in the eastern part of China is better than the national average level,and the proportion of higher education human capital in the eastern part of China is on the rise.The average number of years of education in the eastern part of China exceeds the national average level,and the proportion of primary education human capital is on the decline,transforming to the overflow of secondary and higher education human capital.The secondary education human capital is the current stage in the eastern part of China As the main force of labor market,the proportion of human capital in higher education is increasing year by year.Fourth,in the process of promoting economic growth by heterogeneous human capital in the eastern region,economic openness plays an important catalytic role.Foreign advanced technology injects new possibilities for economic growth in the eastern region through trade and capital inflow,and promotes heterogeneous human capital to iterate existing technologies in practice by attracting and imitating advanced technologies,which will ultimately affect the economic growth of the eastern region.This paper is divided into five chapters.The first chapter is an introduction.The second chapter is a literature review of economic growth and heterogeneous human capital.The third chapter is a comparative analysis of the current situation of economic growth and human capital in eastern China.The fourth chapter is an empirical analysis of the mechanism of heterogeneous human capital acting on economic growth.The fifth chapter is the main conclusions and recommendations.
