Balanced development is the guiding ideology of the future development of compulsory education in China,and it is a strategic task to ensure education fair and improve the quality of compulsory education.Balanced development inevitably requires the distribution of educational resources to be relatively fair.Teacher resources are undoubtedly the most important of all educational resources.The overall quality of the teacher's team not only determines the quality of education and teaching,but also fundamentally restricts the overall level of development of compulsory education.So,the balanced allocation of teacher resources is an important measure.Now,limited by the constraints of many factors,there are still differences in the allocation of teacher resources among regions,between county and villages,and between schools.This imbalance has largely hindered the process of balanced development of compulsory education in China.Therefore,allocating regularly the teacher resources of compulsory education,improving the quality of compulsory education and teaching are problems that need to pay attention to and to solve.The special national conditions determine that the balanced allocation of compulsory education teacher resources should make a break through from the county firstly.Therefore,this paper chooses County as the research perspective based on solving the problem of unbalanced allocation of teacher resources.Y County is not only a county with a better education development in southeast of Shanxi province,but also a basically balanced county in the development of compulsory education in Shanxi Province.Studying the allocation situation of compulsory education teacher resources in this county can serve as a reference for southeast of Shanxi province and even the whole Shanxi Province.This study collected objective and first-hand data and information through questionnaire survey on the quality of teacher's team and interviews with teachers in sample schools.It is found that there are several problems.First,the number of teachers of Chinese,mathematics and English is sufficient,while the number of teachers of music,sports and fine arts is in great shortage.Second,the teacher's team lacks highly qualified educators with postgraduate and above qualifications.Third,the proportion of teachers with high-grade professional titles is less,the overall professional title structure of teachers who work in village is weaker than that of teachers who work in county.Fourth,teachers who work in village is much lower than that of teachers who work in county in the index of matching degree between major and teaching subject.Fifth,the teaching team shows the phenomenon of aging.Sixth,teachers who work in village schools are more willing to transfer jobs than teachers who work in county schools.Seventh,the in-job training level of village schools' teachers is not high.Eighth,the policy of job rotation and mobility of teachers between villages and county is not perfect.The main reasons for these problems are as follows.First,the number of authorized strength is limited in school.And the policy of checking and ratifying authorized strength is not implemented effectively.Second,slow economic growth,low wages and few opportunities for professional development cause the compulsory education schools in Y county are not attractive to high-quality teachers and young teachers.Third,the temporary absence of full-time teachers caused the phenomenon of employing substitute teachers in schools is serious.Fourth,the county level finance is limited and the educational outlay investment in village schools and county schools is unequal.Fifth,the education department forces teachers to implement mobility policy,and requires teachers' job rotation between villages and county to be linked with professional title assessment.In view of the problems existing in the allocation of teacher resources in Y County,this paper proposes some strategies to promote the balanced allocation of teachers in the county's compulsory education.First,standardize teachers' action of moving teaching and make up for the shortage of teachers in the subject of music,sports and fine arts.Second,optimizing the age structure of teachers by encouraging excellent graduates to throw themselves into the township education.Third,establishing the system of “equal pay for equal work” and unifying teachers' salary.Fourth,designing a fine mechanism for teachers to quit and improving the level of teachers.Fifth,setting up special funds to strengthen on-the-job training for teachers who work in villages.Sixth,optimizing the mechanism of exchange and rotation,promoting the reasonable flow of teachers.It is hoped that through the implementation of the above-mentioned optimization countermeasures,to improve the overall quality of the teacher team,to optimize teacher resources allocation of Y County.
