Social justice is the most important embodiment of education fairness.Theteacher as an important part of education activities,and it’s reasonable will directlyaffect realization of education fairness.With the improvement of educationfairness,the reasonable of teacher resources distribution also get more and moreattention.Differences of teacher resources distribution is mainly between regionsand between schools,and solve the problem of teacher resources is of greatsignificance to education fairness.In2014,Huantai passed the assessment of “The national compulsory educationdevelopment fundamental equilibrium county”.The level of teacher resourcesallocation has greatly improved.Teachers’ record of formal schooling reaches thebasic standards,and propose three principle to increase teachers’ quality. However,byanalyzing of the index of distribution of teacher resources,we find the problem ofteacher resource,such as number of teacher,teacher quality and teacher structure.Tosolve these problems is the way of reaching equality of teacher resources distribution.In this study,the author chooses Huantai as research subjects.Along the lines ofidentify problems, analyze the causes and propose a solution,the author divides thepaper into five parts. To expand this thesis research,the author combines of data andtheory analysis.The first part is an introduction.Pointing out the importance of rational allocationof teacher resources is to highlight the importance of topics.And concluding theresearch status of our country and international is to find out entry point for research.The second part is based on clarifying the concept.The author combines teachers’characteristics to put out the principle of teacher resources allocation.It will providesupport for the study.The third part is a summary of the current situation.According to data ofquestionnaire,the author describes the current,such as the number of teachers,teacherquality and teacher structure and finds out the problem.For example,unreasonable ofassigned amount,highly educated teachers is a low proportion in the countries,and teachers aging problem is serious,and teachers structure is imbalance and so on.The fourth part is a cause analysis.Dual economic structure,the policy of focusschools,the system of teacher recruitment and management,values and workingconditions of teachers and so on.These causes don’t only influence the choose of newteachers but also the flow of old teachers.The fifth part is the countermeasures and suggestions.According to threeprinciples,the author proposes countermeasures.It concludes: breaking regionalboundaries to reach resource sharing,developing rural policy to attract outstandingteachers,improving teacher management,strengthening teacher training and so on.The problem of rural education is a big problem of the national economy andrelations,and it underlies the overall development of rural teachers’education.Rationalize the allocation of teacher resources in rural areas is amultifaceted, long-term system of work.Therefore,we should co-ordinateplanning,rational analysis to narrow the gap of teacher resources allocation betweenurban and rural. In the end,we can achieve the goals of optimization distribution ofrural teacher resources.
