The imbalance of china's economic development has a direct impact on the uneven distribution of educational resources.For a long time,the one-way flow of teachers,oriented by economy,has aggravated this uneven distribution.Therefore,china put forward the policy of “Job rotation”.This paper takes H city of H province as the research objects,found that the shortage of teachers still exists,the policy of “Job Rotation” still doesn't narrow the gap between schools,and the implementation of the policy lacks effective supervision.And some teachers hold a wait-and-see attitude towards this policy,some teachers even reject the implementation of this policy.To solve these problems,this paper proposes some strategies :promote the quantity of teachers,balance the gap between different schools,increase the support for weak schools,strength supervision in the implementation of the policy of “Job Rotation”,the implementation should be humanized,diversified,and pay much attention to the needs of teachers.This strategies aim at promoting the effective implementation of the policy.perfecting the teacher mobility system and optimizing allocation of educational resources.
