In the curriculum structure of primary school,the course of Morality and the Rule of Law is an important carrier to carry out the fundamental task of "cultivating people by virtue";The moral and legal education of rural primary school students mainly depends on the teachers of morality and the rule of law in rural primary schools.It is the primary premise and fundamental guarantee to improve the quality of moral and legal education in rural primary schools to build a team of morality and the rule of law teachers with reasonable structure,excellent quality and complete personnel management.In recent years,some achievements have been made in the construction of morality and the rule of law teachers in rural primary schools,but many problems still need to be solved.Then,what is the current situation of the construction of morality and the rule of law teachers in rural primary schools? What are the main problems?What are the main factors restricting these problems? How should we optimize the construction of morality and the rule of law teachers in rural primary schools? This is the basic problem and thinking that this study tries to understand,analyze and explore.This research mainly adopts the literature method,questionnaire survey method and interview method of the research methods,with 12 W county rural primary school teachers of moral and rule of law as the research object,the current W county rural primary school morality and the rule of law teachers present situation structure,the professional quality of teachers and personnel management present situation investigation,and find out from teachers present situation of rural primary school morality and the rule of law existing problems and causes in the construction of teachers team,on this basis to explore the optimization strategy of problem solving.Based on the investigation of the current situation,it is found that the problems in the construction of morality and the rule of law teachers in rural primary schools are mainly manifested in the unreasonable structure of the teachers,the overall professional quality of the teachers and the personnel management of the teachers.The main reasons for these problems lie in the restriction of rural economic and cultural resources,the incomplete construction of the management system of teachers by the educational administrative departments,the inadequate management of morality and the rule of law teachers in rural primary schools and the lack of self-professional identity of morality and the rule of law teachers in rural primary schools.Based on the analysis of the problems and reasons in this paper,from the administrative department of education,rural primary schools and three rural primary school teachers of morality and the rule of law strategy implementation main body,put forward the corresponding strategies to solve problem: the administrative department of education shall improve the system of morality and morality and the rule of law teachers team construction,rural primary school must strengthen morality and the rule of law teachers management and rural primary school teachers of morality and the rule of law to enhance professional identity and professional development.
