Since the Reform and Opening,China's economy has grown rapidly and its overall national strength has continued to increase.It has created development miracles for more than 30 years and has made tremendous contributions to the development of the world economy.In recent years,against the background of an aging population and increasing resource and environmental constraints,the sustainable development of China 's economy has been severely challenged.The economic growth rate has been below 8% for many years.The factor-driven growth model needs to be transformed.With the advent of the era of knowledge economy,the impact of human capital on economic development has become increasingly prominent.China has recognized this problem.As early as the 2014 Central Economic Work Conference,it has systematically elaborated the future economic development path,pointing out that China's future economic growth will rely more on the quality of human capital and technological progress.Therefore,it is of great theoretical and practical significance to clarify the actual situation of human capital quality and economic growth in China at the present stage,explore the degree of human capital quality impact on economic growth,and measure the efficiency of human capital quality on economic growth.This paper studies the impact of human capital quality on China's economic growth from two perspectives: "quantity" and "quality".First,from the perspective of the "quantity" of the impact of human capital quality on economic growth,on the basis of considering education human capital,innovatively considered health human capital and technology human capital,Use the individual fixed effects model in the static panel model to analyze data about 30 provinces,cities,and autonomous regions in China from 2008 to 2017(excluding Tibet)in panel data regressive analysismethods expecting to study the impact of human capital in different levels on China's economic growth,and put forward effective policy.Second,from the perspective of the "quality" of the impact of human capital quality on economic growth,use the three-stage DEA method to measure the efficiency of human capital quality on China 's economic growth,explore the main factors that restrict the improvement of human capital utilization efficiency,and explore human capital Whether the stimulating effect on economic growth can be further strengthened.The results of this paper show that: Firstly,the influence of each input factor on economic growth decreases in the order of physical capital,educational human capital,healthy human capital,labor,and technological human capital.Among them,material capital has the highest output elasticity,indicating that the economic growth in the past achieve more material capital input,showing extensive growth characteristics.The role of education human capital and health human capital on economic growth has exceeded that of labor force,which indicates that the influence of labor force on economic growth is more reflected in the knowledge level and physical quality of labor force.Secondly,the utilization efficiency of human capital decreases significantly after the adjustment of the input variables.The utilization efficiency of human capital in China is low and there are obvious regional differences.The utilization efficiency of human capital in western regions is far lower than that in central and eastern regions.And most provinces and cities in China are still in the stage of increasing returns to scale.Finally,based on China's actual development situation and combined with empirical analysis results,put forward feasible policy recommendations for China's economic development.
