Accompanied by a country's emphasis on vocational education and the rule of law education degree is higher and higher,in the past two years the Ministry of Education has released several policy documents about promote vocational school quality education,the vocational education the emphasis has shifted from a focus on skills training skills training and how to cultivate moral rule of law,give attention to two or morethings the professional talented person's moral education under the rule of law has become the urgent need of era development.But due to the traditional pattern of vocational school education law and the concept of limit,the current law courses teaching quality in most of the vocational schools in China has failed to reach the ideal level,investigate its reason,is that most of the vocational school not form a system of law courses teaching model,not according to the rule of law education in vocational education teaching target for the design of teaching process.The Outcomes-based Education concept,as an educational theory for the comprehensive ability training of vocational and technical talents,has now been widely used in the training and teaching models of applied talents at home and abroad.This educational theory is based on the direction of the society ' s demand for applied talents.Based on the determination of the curriculum objectives,the teaching process is set according to the curriculum objectives,and finally the achievement of the teaching objectives is tested through a scientific and systematic curriculum evaluation mechanism,forming a systematic,regular,and cyclical teaching model that continuously improves the quality of teaching.This article attempts to use the Outcomes-based Educationtheory to solve the dilemma faced by the secondary vocational legal course teaching.This article is divided into six parts including the introduction.The first part is the introduction,which mainly introduces the topic background of this article,the current research situation at home and abroad,research methods and innovations.At present,the teaching practice application of this theory at home and abroad has gradually become universal,and relatively mature research results have been produced in China.The second part specifies the theoretical basis of this article,namely the relevant theoretical basis of the Outcomes-based Education theory and the definition of the theory.Principles and requirements.Explain that Outcomes-based Education theory is an educational theoretical system based on teaching goals as the basis for teaching design;the third part is mainly an investigation of the status quo of secondary vocational law courses and a summary of the current teaching problems and fundamental causes of secondary vocational law courses;The fourth part introduces the necessity and application advantages of the Outcomes-based Education theory as the theoretical basis for the teaching design of secondary vocational legal courses;the fifth part,the fourth chapter,is the core part of this article,namely the secondary vocational legal course teaching based on the Outcomes-based Education theory Design plan research;four aspects of curriculum teaching plan design based on the four principles and four questions of Outcomes-based Education theory,including the positioning of teaching goals,the selection of teaching content,the scientific application of teaching methods,and the dynamic teaching evaluation and assessment methods.Finally,a systematic teaching design plan for secondary vocational law courses is formed to improve the quality of secondary vocational legal education and teaching.The sixth part,the fifth chapter,is the teaching design case and analysis based on the Outcomes-based Education theory.Studies show that based on the theory of target oriented education all-round systematic teaching of secondary vocational law course teaching design reform,can form a set of unprecedented,scientific system of the mode of secondary vocational education under the rule of law,to change the current teaching of secondary vocational education of law lack of creativity and flexibility does not conform to the teaching problems of talent training target,not only pay attention to the social needs,will also be able to meet the needs of the students' life work and improve the rule of law society.
