In the national economy, the western region of our country is an important component of the whole country's prosperity, which is inseparable from the development of the western region. Bringing up the strategy of western developing is the result of realizing the western region playing a decisive role of the national economy, and it is a balanced presence. In recent years, basic education is an important entry point in the development of the western region, but their higher education faces challenges, wanting for the concern — there are many problems in the reconstruction of its teachers' team, such as teachers' working morale is not high, the overall number of teachers, the overall poor quality, instability, the teachers' outflow, which have been plagued the western region colleges and universities. Serious lack of personnel and morale low social development will directly affect the efficiency and the development of the western region for the colleges and universities, it is particularly important to strengthen the talent of colleges and universities.The study is based on investigation and inquring of information, and it aims to put the theory such as management science, economics, education and practice together. Trying to carry out statistical analysis of the status of personnel and seek the introduction of the teachers in colleges and universities in western areas. In this paper, it first analyses the condition and problems of the teachers' team in western colleges and universities. It primarily embodied in: the quantity is inadequate, and in the irrational structure in the quality is not high enough, and in the uneven distribution of the problem and to analyse the reasons, the final proposed teacher recommendations and the introduction of measures: innovative ideas, good management of human resources. Eyes inward, means innovation, and make aninventory of human resources;on the market, innovative thinking, clear human resources channels;System innovation, the establishment of democratic mechanisms, the development of human resources.
