| In the information age,education has increasingly become the fundamental decisive force for the economic,social,and technological development of all countries in the world.Teachers are the most critical element in the education process,and their quantity and quality directly determine the realization of educational value.The common logic of all countries in the world to improve the quality of education is to improve the quality of teacher training.China is faced with severe problems in the new era,such as the imbalance of urban and rural teacher resource allocation,and the need to further improve the quality of teachers.How to cultivate and train teachers of higher quality and sufficient quantity is the key factor for China’s current education to advance to a new level through reform and development.Russia has a long tradition of teacher education.A large number of high-level teachers has ensured that Russia’s education level is in the leading position in the world.Russia’s teacher education has many things worth studying.And its social support system mobilizes all social forces to participate in the construction of teacher education,which is of great significance to our country’s current solution to the problem of unbalanced teacher resource allocation.This research mainly uses the literature method,based on the system theory,takes the four main subjects of the Russian teacher education social support system as the research entry point,expounds and analyzes the important measures of each subject in the construction and operation of the Russian teacher education social support system.Discussing Russia’s experience in constructing a social support system for teacher education in cultivating high-quality teachers is in order to think about the construction of a social support system for teacher education in China.This research mainly includes the following contents and viewpoints:Firstly,the importance of this research has been explained.Teacher education and its quality are the common issues that all countries in the world pay attention to in this era.Improving the quality of teacher education in China is an important requirement for China’s social development in the new era.Russia’s teacher education development experience,especially its perfect social support system,is of great importance to our country.Constructing a high-quality teacher education system is of reference significance;Secondly,the theoretical basis and the logical framework of the research have been constructed.System theory is the theoretical support for the construction of the Russian teacher education social support system.The main elements of the Russian teacher education social support system are composed of three parts:the subject,the object and the intermediary of social support.In the implementation and development of teacher education,the three elements are closely related.Focusing on the object of teacher education,the four main bodies of social support,with the help of necessary policy and institutional media(including material and spiritual content),promote the development of teacher education.At the same time,the main body of social support forms its own system,forming a subsystem in the social support system,and acts directly on the supporting object of teacher education through the support intermediary.Thirdly,the operating mode and characteristics of the Russian teacher education social support system have been explored.Through the elaboration and analysis of the operation of the Russian teacher education social support system,it is believed that the Russian teacher education social support system has formed its own characteristics in operation.First,from the perspective of each subjects:(1)The central federal government and local federal subjects formulate relevant policies and provide corresponding financial subsidies;(2)Teacher Professional Associations Formulate strict management and operation rules,maintain close cooperation with universities and local government education authorities,organize various activities related to teacher professional development,participate in teacher training practices,and all activities of the association are in accordance with federal and local education regulations(3)Higher education institutions promote resource sharing through the establishment of university teacher alliances,and promote the sustainable development of the teaching profession through academic conferences and on-the-job training;(4)The foundation provides different forms of financial support for teacher education,including various awards and expenses for study and research;it issues different types of certificates and medals to encourage the growth of teachers;it encourages teachers to carry out educational and teaching research activities by donating books and materials needed for research;it cooperates with world-renowned universities and institutions to build a good platform for teachers to conduct scientific research activities and improve their scientific research level.Second,from the perspective of the teacher education social support system as a whole,the subjects cover a wide range of areas.The supportive behaviors of various subjects together constitute a multi-level teacher training system with distinctive Russian characteristics,which provides a reliable guarantee for the post-employment training of Russian teachers;social support forms are diverse,material support and spiritual support are coordinated;the effect of social support is obvious,ensuring the improvement of Russian teachers’ level and the high-quality development of teacher education;the internal operating mechanism of social support has been continuously improved,and the way in which the subjects of social support are closely connected and interacted with each other has been continuously optimized,ensuring the sound operation of the teacher education social support system.Lastly,the construction of social support system for teacher education in China has been considered.In the construction,we must clarify the responsibilities of each subject and give full play to their unique functions;we must fully recognize the importance of the social support system and improve the construction of the teacher education system. |
