Labor education is an important part of the national education system and a necessary way to implement quality education and promote the overall development of students.Under the guidance of various types of labor education policies at all levels,there have been waves of school labor education,but high school actions are relatively lagging.As a pioneer in the implementation of the school labor education policy in Jiangxi Province,P city also has phenomena such as the lack of attention by the education administration department,the disregard of school leaders,the disregard of teachers,the neglect of parents and the disregard of students in its high school labor education.In view of this,this article studies the implementation of labor education policy in the high school section of City P,provides solutions for solving the current implementation problems,and then does its best to open up the "last mile" of labor education policy implementation.Based on Smith’s policy process model as the theoretical framework,this article systematically investigates the four major factors affecting policy implementation-idealized policy,implementation environment,implementation subject and target group through a field survey of the implementation status of the labor education policy of the high school in P City,and conducts an in-depth analysis.Deviations and their causes in the process of policy implementation,and then propose corrective strategies.The paper follows the triangular mutual evidence design in the mixed research method.At the same time,it collects qualitative and quantitative data through text analysis,semi-structured interviews and questionnaire surveys,and verifies the data obtained,in order to improve the scientificity and feasibility of the research.Reliability.The empirical research results show that the effectiveness and deviation of the implementation of the labor education policy of the senior middle school in City P coexist.First,implementation produces certain results.The performance is as follows:the statistical results of the reverse scoring method show that students have excellent labor literacy performance,with an average total score of 1.83;teachers perform well,with an average total score of 2.02;the construction of labor education practice bases has achieved fruitful results,a total of 58;education The bureau has led the education system to carry out labor education research and course competitions.Second,there is a certain deviation in execution.First of all,there is the problem of"air transmission of policy text",and the policy needs to be further improved and effectively promoted.Secondly,the executive bodies are separated,and home-school cooperation,inter-school cooperation,and teacher cooperation need to be deepened.Through the in-depth analysis of the mutually exclusive data of the teacher’s paper and the student’s paper,it is found that the degree of home-school cooperation is not high;through the independent chi-square test of the school implementation part of the teacher’s paper,the data shows that the implementation of ordinary high schools and key high schools are quite different,indicating that schools There is a lack of effective cooperation in policy implementation between different groups;the two-factor analysis of variance on the teacher’s implementation behavior data in the teacher’s paper shows that the teacher’s implementation behavior is significantly better than other teachers,indicating the lack of cooperation between different groups of teachers.Again,the course activities are single.Through a one-way analysis of variance on student papers,the data shows that there is no significant correlation between the current situation of labor education curriculum activities and the students’ labor literacy scores,indicating that the curriculum activities are mere formalities and do not really improve students’ labor literacy.Finally,the text analysis of the interview results shows that the supervision and evaluation system is backward.Taking the research conclusions as the dividing point,further analyze the four reasons for the deviation:the labor education policy goals still need to be clarified;the implementation consciousness of the executive subject needs to be changed;the target group and the implementation subject’s goals deviate;the policy environment resources are difficult to support.In summary,this study puts forward four suggestions for improving policy implementation:build a new level of textual goals for labor education policies;build a new model of labor education that integrates government,family,school and society;create new high school labor education monitoring and evaluation standards;create new high school labor education resource guarantees mechanism.
