Compulsory education in primary and secondary schools is an important part of basic education in China.The implementation of teacher rotation and exchange in primary and secondary schools helps to achieve equity in education.Urumqi,Xinjiang is geographically remote and its educational resources are relatively backward.Therefore,it is particularly important to promote the balanced development of compulsory education.In this context,the promotion of teacher rotation and exchange has becomes an important and feasible policy in the process of gradually narrowing the gap between districts and schools.Based on the analysis of the implementation of the teacher exchange and rotation policy,this study aims to implement a formal teacher rotation policy by expanding the scope and scale of teacher mobility,so as to bring sustained reform momentum to disadvantaged schools,form a good development trend and achieve balanced educational development.Based on the theory of public policy implementation subjects,the theory of educational equity and the theory of talent flow,the paper summarized relevant research results at home and abroad through literature research,survey analysis and interviews,and elaborated on the current situation of the implementation of teacher rotation policy in Urumqi.Through investigation and analysis,328 questionnaires were distributed according to the actual situation,320 valid questionnaires were collected,with a recovery rate of 97.5%,and interviews were conducted with the people in charge of the schools in Urumqi.It was found that the implementation of the teacher rotation policy in primary and secondary schools in Xinshi District,Urumqi was characterized with an inadequate policy mechanism for rotation and exchange,incomplete supporting measures,imperfect selection methods for rotating teachers,and low enthusiasm for rotation of teachers.The reasons for the formation of the problems were analyzed.The study reviewed some of the advanced results of the implementation of the teacher rotation policies at home and abroad summarized successful experiences,and proposed that the government should promote the rotation of teachers in primary and secondary schools from both economic and institutional perspectives,strengthen school publicity,improve working and living conditions,and change teachers' perceptions of exchange to actively participate in rotation.It is hoped that the study can provide reference for the smooth implementation of the teacher rotation policy in primary and secondary schools in Xinshi District,Urumqi.
