Research On Social Work Promoting Public Affairs Participation Of Relocated Communities

As one of the most important policies to get rid of poverty in China,the implementation of this policy has greatly improved the poverty situation in rural areas.As a unique type of community in China,the relocation community of ex situ poverty alleviation has gradually become the main area of grassroots community governance in China because of its complexity.In the community,community public affairs directly affect the quality of life of residents,which is the most intractable problem in community governance.However,due to the unclear functions of various subjects in the community and the lack of linkage and coordination,community public affairs governance has always been the focus and difficulty in community governance.The governance of community public affairs can not only rely on a single subject in the community,but also need the joint participation and collaborative governance of multiple forces.Community has always been an important field for social work to carry out practical activities and the cradle of rich practical experience and theory of social work.However,due to the imperfect community service system and the lack of professional community workers,social work has a long way to go in the process of promoting community construction.Therefore,it is of great significance to study the community governance from the perspective of social work to realize the modernization of community governance and improve the community service system.This study takes the concept of community public affairs participation as the analysis perspective,based on the "three social linkage" social work project of D community,uses the interview method and participatory observation method to collect data,takes the community social organization cultivation project and the establishment of comprehensive governance platform as the research theme,analyzes the operation mechanism of "three social linkage" participating in community governance.Social work relies on the form of project system to participate in multi-level community public affairs governance,promotes community cohesion through project operation,drives community residents to participate in public affairs,and explores and establishes the system of social work project intervention to promote community governance.First of all,the author elaborates the research background and significance,summarizes the relevant literature,introduces the meaning of public affairs participation in ex situ poverty alleviation and relocation community,and then analyzes the similarities and differences between traditional community service and social work project community service,and the main ways for social workers to intervene in community development based on the project,This paper puts forward the necessity and feasibility of social work intervention in the community service of poverty alleviation and relocation;Secondly,the author introduces the background of D community's "three social linkage" project in detail,and on this basis,systematically expounds the implementation process of social workers relying on the "three social linkage" project to promote the participation of community public affairs.In the whole process of practice,the researchers,as social workers,communicate with community residents,community social organizations,social organizations,social organizations,etc In the research context of "action planning,action practice,evaluation and reflection",the staff of social work institutions participate in the process of the project together,and use the strategy of community learning and participatory action practice to cultivate the community functional Committee,and then incubate the community social organizations;Thirdly,through the phased evaluation of the social work project,we can judge the changes of individuals(community residents,community workers,social workers)and organizations(community social organizations,community service centers,social work institutions)in the community after the intervention of the "three social linkage" project;Finally,the paper makes a summary and further discussion.Social workers' involvement in the relocation community of ex situ poverty alleviation based on the "three social linkage" can indeed promote the participation in public affairs of the relocation community of ex situ poverty alleviation Further targeted services are needed to enhance the subjectivity of community residents.
