With the continuous development of the information age,the market economy system has been being deepened and improved gradually.As a matter of fact,the market competition is the talents competition.As a result,as the human resources of various schools,the teachers can't avoid participating the market competition,and the flow of teachers has become the product of the development of the market economy.However,in most areas,especially in the economically underdeveloped areas,the phenomenon of teachers flow is an unhealthy flow.In other words,the flow of teachers is actually the loss of teachers.These phenomenons have brought a great negative impact on the stability of teachers in a great number of schools.The impact on the schools in the economically developed areas is quite obvious,which is not conducive to the healthy development of local teachers.The loss of teachers also greatly affects the rational allocation and balanced development of educational resources among different regions.It also brings immeasurable damage to the education quality of those schools with serious loss of teachers,which greatly affects the healthy development of local education and national education equity.In order to further understand the basic situation of the flow and loss of high school teachers in D county,this study investigates the basic situation of the high schools in D county in western Guangdong,and it takes X High School in D county as a special case to investigate so as to illustrate the problem.According to the survey results,there are some characteristics in the flow and loss of the high school teachers in D county.Firstly,the flow rate of female teachers is higher than male teachers.Secondly,the loss of young and middle-aged teachers is serious.Thirdly,the teachers mostly flow to better work places.Fourthly,the flow rate of the teachers who teach the main subjects for the college entrance examination is higher.Finally,teachers with high professional titles account for the mainstream of the flow of teachers.In addition,by sorting out,counting and analyzing of the questionnaire survey data and the materials from the interview,the reasons behind the flow and loss of the high school teachers in D county can be summarized into three categories--social factors,school factors and personal factors.There are many reasons for the flow and loss of the high school teachers in D county.Teachers' various objective conditions and their inner subjective wishes all lead them to make the choice to flow out.Moreover,the economic reason is the most influential factor among those objective factors.Objectively,most teachers choose to leave the original school because of the low salary and poor living conditions.Besides,that the school teaching environment and related management mechanism are not perfect,the education problems of the teachers' children can't be solved and so on directly affect those teachers' choices.Subjectively,those teachers choose to flow out so as to have a better career development and satisfy their pursuit of a better life.D county is an economically underdeveloped area in western Guangdong.In order to further promote the local teachers to flow rationally as well as improve their stability,this paper puts forward some corresponding suggestions and strategies.Firstly,the local high schools and education administrative departments can learn from the successful experience of foreign countries and introduce relevant policies to reasonably divert the teachers,such as implementing Japan's "Regular Flow System of Teachers",carrying out the "Talent Flow Incentive Policy" of the United States and trying out the "Teacher First" scheme of the UK.Secondly,the local government should increase investment in education and improve the teachers' income.Thirdly,the schools need establish the "people-oriented" management idea,and focus on improving the school leaders' management skills and consummating management mechanisms of the schools.Finally,the local schools and relevant education management departments should help the teachers improve their professional skills and raise their sense of well-being.It is hoped that these suggestions can bring some reference to the education management departments and the leaders of the high schools in D county when they are dealing with the problems related to the stability of local teachers,and provide reference for the areas faced with similar problems.
