Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan is an important measure in the process of building high-quality teachers in rural areas of Guangxi.From the local level,since Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan was officially promulgated in 2017,it has become an important way for Guangxi to broaden the sources of outstanding teachers in rural areas,and also a local characteristic policy for Guangxi to improve the quality of teachers in rural areas.From the national level,since 2018,Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan has become a local measure for the implementation of the national " Silver Age Lecture Program " policy,responding to the concept of redevelopment of human resources of outstanding retired teachers at the national level,and running continuously with the support of national policies and finance.Up to now,it is not only the fourth year of the promulgation of " Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan ",but also the important juncture of the first stage " Silver Age Lecture Program " coming to an end and the second stage "Silver Age Lecture Program " taking over.Through a reasonable way to make the system more optimized,it can not only ensure the more effective operation of the policy,but also make the outstanding retired teachers more dazzling.It has been a long time for outstanding retired teachers in Guangxi to carry out the activities of supporting education in rural areas,and it has been in line with the national policy through continuous changes.Based on the clue of "the development characteristics of outstanding retired teachers in Guangxi to carry out supporting education activities in rural areas",this paper summarizes that the development of outstanding retired teachers in Guangxi to carry out supporting education activities in rural areas has experienced three stages.The first stage is the exploration stage of Guangxi retired teachers to carry out rural education support activities,which started in 2010.In this stage,the rural education support activities with retired teachers as the main body are gradually rising.The characteristic of this stage is to carry out the public welfare activities for retired teachers to support education in rural areas with the main purpose of "hematopoiesis" based on public welfare institutions.Around this purpose,rich supporting education activities were carried out,and hardware resources were provided for many schools.The second stage is the initial stage of Guangxi retired teachers to carry out rural education support activities,which started in 2017.In this stage," Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan "was officially issued.The characteristic of this stage is to make the retired teachers’ supporting education activities in Guangxi formally connect with local policies.It inherits the concept of "making full use of retired human resources" of the original supporting education activities,and further standardizes the form,content and other requirements of supporting education,making it a local innovative policy.The third stage is the development stage of Guangxi retired teachers to carry out rural education support activities,which began in 2018.At this stage,the national " Silver Age Lecture Program " policy was introduced.The characteristic of this stage is that Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan " is perfected under the supervision of national policies and supported by national policies.Using the methods of literature research,case study and investigation,this paper first analyzes the "value","ability" and "support" of the current " Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan " from the content.Secondly,taking the implementation of " Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan " in R County of L City in Guangxi as a case,this paper preliminarily analyzes the basic situation of the policy implementation in R county from 2017 to 2020,which lays the foundation for the later discovery of achievements and problems.Then,it summarizes,analyzes and clarifies the achievements,problems and influencing factors of R County in the process of implementing "Guangxi Excellent Retired Teachers’ Rural Supporting Education Plan " in three aspects of "value","ability" and "support".Finally,from the three aspects of "value level","ability level" and "support level",this paper puts forward improvement strategies from the optimization and implementation of policy content,in order to help the optimization and implementation of policy in the future.
