Our education has confronted the imbalance situation between the areas and between urban and rural areas, so the development of country education became the key section to popularize the education fair. Specifically selected 7 villages which existed the aiding education program in A county, the questionnaire contained two kinds: city version and village version. Thirty interviews are determined based on the related data. In order to improving the quality of rural compulsory education and meeting the need of teacher grow-up construction, our country advocated and implemented the policy that teachers teaching in rural areas since 1999. Although Program implementation has been carried out more than 10 years, much more attention had be paid to the number of teaching activities less than the quality in the research of practice effect or theory study results.From the perspective of connotative development, this paper takes A county as a case study which implemented the relative polity for a long time. combined the interview data and questionnaire to analysis the present situation of the teachers teaching in rural activities, then find the reason which caused low effective condition:firstly, the county education administrative department has confused to the aid policy;secondly, the accumulated history element in this county; thirdly, they paid much emphasis on quantity expansion of teaching activities; the lack of encourage policy and teachers’ self-confidence. Thus writer attempts to give some suggestions to connotative development: education relative departments should strengthen the deep understanding of the policy; and they can enhance the stakeholders’ understanding of the teaching program to improve the teaching effectiveness; and organize stakeholders have more chance to communicate between, perfect the mechanism of selection;revise the relative policies and measures to provide institutional guarantee for teachers teaching in rural areas; lastly, improve the evaluation system of teaching and arouse their motivation.
