As the material carrier of large-scale events,large-scale stadiums are the most important material basis for the development of sports and sports industry.Moreover,they contain buildings with different forms and functions,and many management elements are involved in the daily operation process.Elements influence and restrict each other,requiring managers to comprehensively manage stadiums and stadiums from a systematic perspective and from the overall perspective.However,in the actual operation or operation of many venues,the complexity of the operation of the stadiums has led to a significant increase in the difficulty of information acquisition and analysis,leading to risks in the operation of the venues,directly or indirectly causing burdens to the government and the interests of the people including the public.Property loss of related parties.On the other hand,after the successful hosting of the2008 Beijing Olympic Games,there was a "craze" for stadium construction across the country.According to the "Statistical Survey Data of National Sports Sites in 2019",as of December 31,2019,there were 3.544 million sports venues nationwide,and the area of sports venues increased by 323 million square meters.Under the trend of a large increase in sports venues across the country,how to ensure that large-scale sports venues effectively play their due role and how to prevent risks and ensure the smooth operation and management of sports venues have become key issues that need to be resolved.This article uses the basic theories of risk management and emergency management,and adopts a combination of literature method,case analysis method,expert investigation method and field investigation method,and selects the Jinan Olympic Sports Center Gymnasium as a research case,and uses its daily operation risk and emergency management The measures are the research object,the current risks faced by the Jinan Olympic Sports Center Gymnasium are discussed,the existing risk emergency management mode is analyzed,and countermeasures and suggestions are put forward for the shortcomings of the existing mode.The research conclusions of the thesis are as follows:(1)Economic risk,legal risk,management risk,technical risk,social risk and force majeure risk are the main types of risks faced by Jinan Olympic Sports Center during its operation.This research proposes targeted measures such as risk retention,risk aversion,and risk transfer for different risks.(2)Jinan Olympic Sports Center has established a venue operation risk emergency management organization structure.The specific form is: the person in charge of each department takes the lead,the department staff cooperates,and jointly prepares emergency plans and organizes personnel to discuss its rationality,and cooperate with other departments to carry out related activities.Work and supervision are undertaken by the executive responsible group,and various risk management tasks are implemented in specific departments.At the same time,the venue has clearly regulated the risk information communication and reporting mechanism and risk emergency management workflow.(3)During the operational risk emergency management process of the Jinan Olympic Sports Center,there are imperfect,imperfect,and inadequate work problems in the risk emergency management process,risk emergency guarantee system,and risk emergency management awareness.(4)Jinan Olympic Sports Center should improve the risk emergency management work process,and intensify its work in preparation,handling during the event,and supervision after the event;it should also improve the risk emergency management guarantee system,and make plans,risk emergency management decisions,and public relations.Responding to other aspects is timely and effective;and enhance the safety awareness of risk emergency management,organize and strengthen employee safety education and training.
