| In recent years,as the quality of life has improved year by year,education and health issues have always become hot topics of concern.Especially for education,the country and each province have put forward a five-year plan.How to reasonably evaluate the role and effect of the five-year education plan is a very meaningful topic.This article uses the 2015-2019 education indicator data of Jilin Province as an example to systematically analyze the current situation of the development of education in the"13th Five-Year Plan"period.Based on the principles of comprehensiveness,objectivity and availability,the comprehensive evaluation system of provincial education development is constructed based on the mature CIPP evaluation model abroad,which is expected to be universally applicable to the evaluation of the implementation of national and provincial education plans.This article conducts education evaluation research from four areas:education content,education input,education process and education produce.First,this article compares and analyzes the basic indicators of education development in the"13th Five-Year Plan"period,and evaluates the completion of the planning indicators;secondly,it conducts a comprehensive analysis of the constructed system,and uses the improved entropy weight method and the principal component analysis method to empower all levels of indicators.Obtain the comprehensive level value by linear weighting method;Finally,this paper uses the education index weight(1/EI)as the dependent variable and the comprehensive index weight(1/EDCI)as the independent variable to establish a log-linear model;and uses the education index(EI),input index(II)and produce index(P2I)Establish a multiple linear regression model to predict exponentially.The results show that education in Jilin Province has made great achievements during"the 13th Five-Year Plan"period:the completion of various education planning indicators is good,especially compulsory education completed the"13th Five-Year Plan"ahead of schedule.The proportion of national fiscal expenditure on education in GDP has remained at around 5%,which is significantly higher than the national level of 4.2%.Educational satisfaction at all levels is basically higher than the national level,and the comprehensive index is 7.28%higher than the national level.The comprehensive level of education is increasing year by year,and the comprehensive strength is greatly improved,which is far higher than that of"the 12th Five Year Plan".The education content and the education produce field accounted for the continuous decrease in the overall level,reflecting that the population’s educational level,the level of economic development,and the subjective evaluation of teachers,students,and parents have continuously weakened the impact of education development;The proportion of education input is increasing,reflecting the increasing influence of human,material,and financial input on education development.Guaranteeing education investment determines the level of education development;the proportion of the education process is V-shaped,reflecting that the impact of the scale of education and the degree of project advancement on education development has weakened first,and has recently increased.The education index(EI)has a positive correlation with the comprehensive index(EDCI)and input index(II),and has a negative correlation with the output index(P2I).At the same time,it also reflects some shortcomings:probably due to the epidemic and other reasons,the completion rate of planned engineering projects is 62.7%,and 10.2%of the projects are still not started;Some indicators of preschool education,vocational education and higher education still have a certain gap compared with the planned values;The growth rate of public education funding has been decreasing year by year,with negative growth in 2019.Based on the results of the research,suggestions are made to the"14th Five-Year Plan"for educational development in Jilin Province. |
