Teacher resources are the key to a school's competiveness.Over a period,unhealthy free movement of teachers led to the concentration of high-quality teacher resources in some regions,resulting in the gap in school levels between counties,especially between towns and villages.With the imbalance of urban and rural economic development,this gap is getting bigger and bigger.Since the convening of the 18 th National Congress of the Communist Party of China,the Party Central Committee repeatedly proposed to “make vigorous efforts to comprehensively promote educational fairness,rational allocation of educational resources,and promote the integration of urban and rural education”,and introduced a series of administrative intervention policy,“County Management and School Recruitment” came into being in this context.In 2014,the ministry of education and other departments jointly issued the opinions on promoting the exchange of post rotation among principals and teachers of compulsory education schools in counties(districts),which broke down the obstacles in the teacher management and was regarded as the theoretical guidance for the implementation of“County Management and School Recruitment”.The pilot program of 19 districts and counties started in 2015 is a pioneer in the practice of “County Management and School Recruitment”.Since 2017,P city has gradually implemented “County Management and School Recruitment”,and successively formulated policy documents such as “opinions on further strengthening teacher exchanges in P city and promoting the implementation of County Management and School Recruitment” and “implementation plan of P city's County Management and School Recruitment reform” to guide the implementation of“County Management and School Recruitment”.Through piloting and re-focusing,it steadily promoted reforms in a point-by-point manner.Through scientifically formulating competitive recruitment plans and job placement plans,and standardizing the implementation process of competition,it has realized independent and two-way selection of teachers and schools,which has stimulated the internal vitality of education to some extent and mobilized teachers' enthusiasm of the work,as a result,the teacher resources in the county are scientifically and rationally allocated.This thesis first conducts theoretical research on the policy of “County Management and School Recruitment”,then expounds the connotation of “County Management and School Recruitment”,and makes an investigation of the ideological understanding of the ducational administrative departments,some school leaders and teachers on the policy.It reports the implementation of the policy of the county management and school recruitment in P city of Shandong province.It also analyzes in detail the problems in the implementation of the “County Management and School Recruitment” policy,and puts forward the specific countermeasures based on the problems.Under the background of promoting the integration of urban and rural education,the theoretical study of the " County Management and School Recruitment" policy has very important strategic significance.The time for the full implementation of the “County Management and School Recruitment” policy in 2020 is becoming more and more tight.I hope more theoretical researchers can pay attention to the study of the “County Management and School Recruitment” policy and provide the implementation of“County Management and School Recruitment” with rich theoretical materials and strive for the integrated urban and rural education development.
