Educational Equity is the basis of social equity.The balance of educational resources is the key path to promote educational equity.Among all educational resources,teacher resources play a decisive role in teaching quality.In order to promote educational equity and balance,the government has carried out a series of reforms of teacher personnel policy in recent years.In 2014,the policy of County Management and School Recruitment for compulsory education teachers was put forward.By putting the teachers' personnel relations under the management of the county government,the daily use and management of teachers was recruited by the compulsory education schools,and the staff was arranged and moved along with the teacher,to Change Teachers from "school teacher" to so-called "system teacher",in order to break through the barrier of teachers' rotation in the system level,and promote the free flow of teachers resources in the county,thus narrowing the gap between urban and rural teaching quality,to achieve the goal of promoting educational equity and educational balance.From 2015 to 2017,our country has carried out two batches of 49 counties "county management and school recruitment" reform pilot.The practice of the reform has tested the effectiveness and advantages of the policy,but at the same time,it has exposed many problems,especially in accordance with the 2020 "document No.1" of the Central Committee,it is still difficult to carry out the policy.In order to promote the implementation of the policy of "County Management School Employment",achieve the goal of promoting the balanced development of education quality,this paper tries to analyze the difficulties in the implementation of the policy and puts forward the corresponding countermeasures.Firstly,through the method of Literature Research,this paper expounds the origin of the policy of " County Management School Employment " for Compulsory Education Teachers,and its theoretical foundation —— The research status of the exchange of teachers in China and abroad,this paper analyzes the related theories and concepts of the policy of " County Management School Employment ",combs the historical evolution of the policy of " County Management School Employment ",and expounds the main achievements of the experimental reform of " County Management School Employment " in two batches of 49 counties in China.Secondly,taking X county as a case study,through questionnaire survey and special interviews,this paper analyzes in detail the problems in the implementation of the policy of " County Management School Employment",this paper also analyzes the difficulties of teachers' support and identification(the interests are affected,the compulsory flow is contradicted,the sense of belonging is reduced),the schools' implementation(the contradiction between teaching quality and management,the difficulty in distinguishing from the management boundary of government,the low power of school,the decline of power and the risk of exceeding power),and the difficulties of the county government(the difficulty of administrative coordination,the contradiction between the transfer and supervision of power,the lack of special funds).Finally,this paper puts forward some suggestions to improve and optimize the implementation scheme of the policy of "County Management School Employment" from three levels.propaganda and guidance from multiple channels and forms,designing the mode of teacher mobility more rationally and humanely,diversified benefit compensation for teachers,and humanistic care for teachers;We will further clarify the power boundary between schools and government,improve schools' autonomy in hiring and managing personnel,and strengthen oversight and accountability for the implementation of school policies.We will establish and improve county-level supporting systems and mechanisms;build a coordination mechanism among government functional departments,appropriately enhance the administrative power of education departments,provide special financial subsidies and supporting funds,etc.
