As the pace of government purchase of social work services increases gradually,a series of problems arising from the implementation of social work services also increase.In order to ensure the operational efficiency and service effectiveness of projects,enhance the level of specialization of social work services,and promote the development of professional social work,the concept of "third party evaluation"began to be applied in the field of social work services.The government is trying to use the third-party evaluation of social work service to supervise social work service project and its undertaking institution.This measure has promoted the social work service third party appraisal to develop rapidly in the whole country,the third party appraisal organization which is engaged in the social work service appraisal emerges as the times require.However,as far as the current existence of third-party evaluation organizations for social work services is concerned,most of them are in a nascent state,because the third-party evaluation of social work services in China is just beginning.The ability of these new social work service third-party evaluation institutions is more prominent,and they lack the ability to promote their own independent development in actual operation,weak power state is significant.In order to effectively realize the role of third-party evaluation mechanism in strengthening supervision of social work services and promoting the operation of projects in the process of participating in the third party evaluation of social work services,there is an urgent need to build the capacity of such assessment bodies in order to enhance the integrated capacity of the entire institution to address problems,achieve goals and promote development,and to ensure the professionalism of third-party assessment bodies in social work services,independence and authority.Based on this,the author tries to use social work service third-party evaluation organization as a case study,using the theory of empowerment,and synthesizing the theory of organization development and theory of learning organization as the theoretical support.The author adopts the literature research,participate in the observation,field interviews and other research methods,uncovering the problems and dilemmas of such institutions in the operation and development of their organizations.By analyzing the current situation of the ability of X institutions in T City,and combing the weak power status of the third party evaluation institutions of social work service,and on this basis,the paper studies the path of capacity building of the third party evaluation institutions of social work services,and some feasible suggestions are put forward from the angle of increasing power.First of all,the author focuses on the six structural dimensions of internal governance,strategic management,project management,financial management,human resource management and fund-raising,and analyzes the current capacity of X institutions in T City.Secondly,it summarizes and combs the weak power state of the third party evaluation institution of social work service from four aspects:first,the internal governance structure is unreasonable,the organization power centralization;the second is the limited operating capital of the organization,the single financing channel;the third is the unclear role and position of the main body,the third party's independence is in difficulty;the fourth is the lack of professional nature of the evaluation subject and the failure of the third party's evaluation function.Again,the author is committed to improving the weak power status of such institutions and promoting the realization of empowerment.The path of capacity-building from the perspective of empowerment is divided into "environment driven empowerment" and"internal active empowerment".On the issue of "environmental promotion and empowerment",the author proposes to strengthen the legal construction and refine the policy and norms to provide the safeguard role of the system for the development of such institutions.On "internal active empowerment",the author puts forward three ways to excavate the ability of sustainable development of such institutions:first,to optimize the internal governance structure and to promote the construction of their own organizational culture;second,to enhance the credibility of the organization.Third,we should improve the specialization of evaluation subjects and promote the effective use of evaluation results.Finally,with the support of internal force shaping and external force pushing,the author focuses on the future development direction of social work service third-party evaluation organization,it is proposed that the functional role of supportive evaluation should be explored to promote the transformation of such evaluation institutions to supporting organizations.
