| Along with the development of the society and economy in our country,the“Comprehensive Two-child Policy” was officially launched on January 1,2016 so as to take the place of the “Selective Two-child Policy” issued three years ago for the purpose of coping with the trend of aging population effectively.The new policy has become the latest fertility policy in our country.With the actual implementation of the“Comprehensive Two-child Policy”,the elementary education school with female teachers as the main body will be challenged by “the lack of staff caused by maternity leave” for females teachers’ giving birth to the second children at the same time.Taking the elementary education school in Mawei District as an example,this paper tries to carry out relevant investigation and studies from the aspects of teachers’ willingness to reproduce,the situation of the school in coping with it,the pressure faced by schools and female teachers,future needs and so on,through the analysis and prediction over the present and future situation of teachers under the “Comprehensive Two-child Policy” by using the method of questionnaire and interview.After exploration,it is found that the impact brought by the policy is mainly reflected in four aspects as follows: firstly,it affects the supply-demand relationship between the students and teachers;secondly,it affects the order of education and teaching in schools;thirdly,it affects the balanced allocation of teachers in basic education;fourthly,it affects the professional promotion of female teachers and their realization of self-value.On the basis of this,this paper sorts out the recommendations for the resources of teachers in the basic education in Mawei District under the “Comprehensive Two-child Policy” by employing the new public management theory,incentive theory and people-oriented management theory.Moreover,this paper puts forward suggestions according to different subjects.The education department should start from the sharing of teacher resources and strengthening mobile teaching,achieve unified management through the establishment of “talent reserve database for temporarily employed teachers”,and carry out reasonable regulation and control,so as to solve the problem of “the lack of staff caused by maternity leave” by realizing dynamic management of teacher establishment.At the school level,we should be clear about the actual situation,establish a reporting system on the substituted posts,conduct humanistic management to do a good job in logistics services actively,and take more measures at the same time to stimulate the vitality of teachers to enhance the ability to deal with the problem about the shortage of teachers.Moreover,other educational participants,government departments for instance,should integrate their efforts and support the field of education.Moreover,female teachers should make good professional life planning and deal with contradictions in both family and work.Besides,colleges and training institutions can choose to send outstanding college students and train mentors to substitute their posts. |
