With the development and implementation of China's basic education reform,the school leaving time of primary and secondary schools is much earlier than before.Because of work and other reasons,parents are unable to complete the transfer of students.At the same time,they hope that children can use the time after school to improve their learning and ability.As a result,the number of tutoring institutions is increasing,but at the same time,it also causes parents to worry about the safety of their children.It is common for primary and secondary school students to pick up and take part in after-school counseling institutions.However,due to the existence of some unfavorable factors,a series of problems have emerged,which has evolved into a social focus of public problems.In February 2017,the Ministry of Education issued the guidance on doing a good job of after-school service for primary and secondary school students(for Trial Implementation),hoping to alleviate this problem and promote the implementation of after-school service for primary and secondary school students.The office of Yancheng Municipal People's government issued the "opinions on public primary and secondary schools to carry out after class services" in March 2019.The public primary and secondary schools in Yancheng city began to implement in the spring semester of 2019.This measure is also an important part of Yancheng city's "four education projects for benefiting the people".The analysis of Yancheng's after-school service policy is helpful to find out the problems in the implementation process of the policy,improve the quality of after-school service,and provide reference for other regions.After the introduction of Yancheng primary and secondary school after-school service policy,the goal is to solve the problems of parents' transportation and students' safety.At the same time,through various courses to improve the comprehensive quality of students,the policy has been steadily promoted.But there are also some problems in the implementation of the policy,such as the randomness of the implementation of after-school service policy,and the quality is difficult to guarantee;The social identity of policy implementation is not high;After class service items are single,and school promotion is difficult.The causes of these problems lie in the following aspects.Firstly,the standard of policy implementation is not perfect;Lack of supervision system and no perfect assessment system;Without considering the differences of different places and schools,the implementation of the policy is quite different and the quality is not high.Secondly,the relevant departments of the policy interpretation and publicity is not in place,leading to some parents' understanding of the deviation.Moreover,the lack of funds for after-school services,teachers' low enthusiasm for participation and lack of hardware and software facilities lead to the single service items and difficulties in promoting the implementation.It is suggested to improve the relevant policies from the following aspects: optimizing the standards and methods of policy implementation;In order to improve the policy of after-school service,improve the quality of after-school service in Yancheng primary and secondary schools,and provide some reference for the implementation of after-school service policy in other regions,we should improve the participation of parents,effectively use publicity channels to strengthen the security of after-school service funds,and broaden the security channels.
