Study On The Policy Changes Of Building World-class Universities In China

Higher education is responsible for the major tasks of technological and cultural development,and plays an important role in promoting the overall national strength and competitiveness of the country.An important way for the Chinese government to fulfill its educational function is to introduce public education policies and use educational policy tools to drive and regulate the reform and development of education.Since the 1990 s,China has successively issued "211 Project","985 Project","Advantaged Discipline Innovation Platform","2011 Plan","Characteristic Key Discipline Project" and "Double First Class" construction and other related plans,Measures,methods,etc.,constitute China’s policy system for building a world-class university at the national level.In-depth research on the policy changes of China’s construction of world-class universities,describing the overall picture of its policy system,and clarifying the laws of its changes have important theoretical and practical significance for accelerating the improvement of my country’s policy system for building world-class universities.Based on the definition of the core concepts of world-class universities and world-class university construction policies,this article uses 157 policy texts on China’s construction of world-class universities issued by the Central Committee of the Communist Party of China from 1993 to 2018 as the research object,using co-word analysis and social networks Analytical method,in-depth analysis of the policy focus,policy subject group,and policy subject cooperation network structure in the construction phase of key universities and key disciplines,world-class university construction and "double first-class" construction,from two aspects of policy theme and policy subject,study the law of China’s policy changes in building a world-class university.Firstly,based on the analysis of the changes in China’s policy theme for building a world-class university,China’s policy theme for building a world-class university presents obvious phased characteristics,policy releases are closely related to national development strategies,and the policy system is becoming more and more complete.Secondly,based on the analysis of the changes in the cooperation network of China’s policy subjects for the construction of a world-class university,China’s policy subjects for the construction of a world-class university have formed a scattered but individually focused cooperation structure.The cooperation network of policy subjects has continued to adapt and adapt to the changes in the national development strategy.Evolving,decentralized-coupling network will become the basic form of cooperation network structure of "double first-class" construction subjects in the future.Finally,based on the empirical analysis of the law of this policy system,this article proposes optimization strategies to improve China’s policy of building a world-class university from two aspects: policy themes and policy subjects.
