| In China,the basic national condition is that the rural population has a large number and occupied the majority of the total population,which decides that the basic education of rural elementary schools is the key part of compulsory education in our country.To a large extent,the degree and the level of the development of the education in rural primary schools affect and determine the quality and level of our country’s compulsory education.In new times,the key factor in development and competition among countries lies in the competition for education and talents.So adapting to the development needs,we should improve the professional quality of rural teachers and build a high quality team of rural teachers.In rural primary schools,the beginning teachers are the main force of rural education,which have a direct impact on the quality of rural education.However,dueing to the influence of various factors,the current situation of the professional development of the beginning teachers in rural primary schools is not ideal.As the main manager of rural education,the government should continuously improve its service capabilities and adopt various management measures actively to promote the professional development of beginning teachers in rural primary schools.From the position and point of government,under the theory of new public management,human resource theory and new public service theory,this article tries to explore how to make J District government provide better services in the professional development of beginning teachers in rural primary schools.At first,the author sorts out relevant concepts and theories in the management of rural teachers’ professional development through reading literature and collecting materials in the web.Then,based on the questionnaire survey,the paper makes investigation of the specific situation of the professional development of beginning teachers in rural primary schools,that with a teaching age of less than four years.The author gets the current situation of the professional development of beginning teachers in rural primary schools of J District.On this basis,this paper describes the management measures taken by the state,provinces,and J District governments in the professional development of rural primary school teachers.Introduces the promotion effect of various management measures adopted by the J District.Then the paper analyzes the problems and reasons existing in the management of J district government in the professional development of beginning teachers in rural primary schools.Next,by learning from the experience summary of typical cases in domestic,the author gets enlightenment and reference.At last the paper tries to put forward targeted countermeasures and suggestions to improve the management of the J District government on the professional development of beginning teachers in rural primary schools,which can further improve the J District government management level and make better use of government service function to help the professional development of beginning teachers in rural primary schools. |
