The quality of teachers is an important factor affecting the quality of education. In order to improve the quality of primary education, primary school teachers' professional development is imminent. And beginning teachers is in a critical period of the professional development, it is specificity that primary school beginning teachers' professional development activities.This study's main way is questionnaire survey, to understand the overall situation of primary school beginning teachers in Changsha City, and by individual interviews to know more, mainly from awareness, demand, motivation, goal, way, frequency, conditions and results of primary eight dimensions to analyze the situation of beginning teachers' professional development activities.Through empirical investigation found that there are many problems in Changsha City primary beginning teacher professional development activities: professional development goals are not clear, activity contents are lack of direction, activities need to improve scientific, activity's evaluation mechanism is not perfect. After analysis, found those problems are due to teacher education and in-service education convergence inappropriate, school-based training activities poor, vocational education activities are lack of protection and the presence of school organizational culture ills.To solve these problems, try to put forward the following measures:from teachers themselves, making personal development planning, adjusting professional attitude, taking the initiative to self-reflection; from the vocational education activities, setting up instructor professional community, enriching the content and form of the vocational education, establishing the beginning teacher entry education's protection mechanism; from school-based training activities, strengthening the guide of professional development, planning school-based training activities in a optimizing way, the creation of a good school culture.
